- Notice of Intent to Sole Source The U.S. Army Engineer Research and Development Center (ERDC), Executive Office (EXO) in Vicksburg, MS has a requirement for a PHASE II Reimbursable Portfolio Plan.� ERDC-EXO intends a sole-source, follow-on Firm-Fixed price contract to Navigant Consulting � A Guide house Company in accordance with FAR 6.302-1(a)(2)(iii). 10 United States Code 2304(c)(1) as implemented in Federal Acquisition Regulation 6.302- 1(a)(2)(iii), Only One Responsible Source And No Other Supplies Or Services Will Satisfy Agency Requirements. Specifically, the original contractor is deemed to be the only responsible source to provide these follow-on services because award to any other source would result in (A) substantial duplication of cost to the Government that is not expected to be recovered through competition; and (B) unacceptable delays in fulfilling the agency�s requirements. Because of its previous research and analysis efforts with ERDC, Navigant possesses highly specialized and unique knowledge of the various ERDC processes and databases for maintaining reimbursable project information. Consequently, considering that the subject requirement will demand that the contractor have in-depth knowledge of and experience with these subject matters, and considering that there are no other contractors who possess anywhere near the level of expertise in these matters, the duplication of time and funding that would be result from a competition would be substantial. This is not a small business set aside.� This Notice of Intent is not a request for competitive quotations; however interested parties may identify their interests and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government�s acquisition strategy. Please provide responses to this notice no later than the Response time listed above in this notice, to: Angela.d.holcomb@usace.army.mil Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offers list, or to receive a copy of any solicitation.� A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
