- Description
- The Defense Logistics Agency (DLA) Energy - FESAB anticipates issuing a Request for Proposal (RFP/Solicitation) to procure Contractor Owned Contractor Operated (COCO) services for Bulk Storage/Retail Fuel Facility at Fort Rucker, AL. This will be a new retail site, land lease optimization (COCO) facility. There will be no Government facilities or equipment furnished to the contractor. The contractor shall establish the facility and will be responsible for the management, operation, maintenance, product quality surveillance, inventory control and accounting, security, safety, and environmental protection of the (COCO) facilities. The requirement will be for a four-year base performance period and five 5-year option performance periods. The contractor will be required to ensure the facility is ready to support the required services thereafter.�� DLA Energy will make use of unrestricted source selection procedures utilizing the Lowest Price Technically Acceptable (LPTA) evaluation process in accordance with FAR 15.101-2 for this acquisition under NAICS code 493190 (Other Warehouse and Storage), with a current size standard of $30 million. In accordance with FAR 52.217-8, the Government anticipates awarding a firm fixed-price contract with a four-year base period of performance, five 5-year option periods, and an option to extend for no more than six months thereafter as follows: October 1, 2024 through September 30, 2029 (First Option), October 1, 2029 through September 30, 2034 (Second Option) October 1, 2034 through September 30, 2039 (Third Option) October 1, 2039 through September 30, 2044 (Forth Option) October 1, 2044 through September 30, 2049 (Fifth Option) October1, 2049 through April 30, 2050 (option to extend for no more than six months) The ensuing contract award will be subject to FAR 52.222-41, The Service Contract Labor Standards (formerly known as the Service Contract Act of 1965).�The solicitation will be issued in �April 2020. The solicitation will be published electronically on the Contract Opportunities website at https://beta.sam.gov/. Interested parties responding to the solicitation will be required to register in the System for Award Management (SAM) and Procurement Integrated Enterprise Environment (PIEE) formally Wide Area Workflow (WAWF). A pre-proposal conference will be held at a future date which will be publicized on Contracting Opportunities (https://beta.sam.gov/). A Sources Sought Notice was previously issued for this requirement under SPE603-20-R-5X01 on November 15, 2019. This is not an RFP, a promise to issue an RFP, or a promise by the Government to pay for information received in response to this synopsis or any subsequent announcement. This information is subject to modification and in no way binds the Government to award a contract.
