Description
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Norfolk, VA 23511-3392, intends to award a sole source firm fixed price indefinite delivery requirements contract to Virginia Pilot Association for vessel pilot services using the policies and procedures of FAR Part 15 - Contracting by Negotiation, and FAR Subpart 16.5, Indefinite Delivery Contracts.� The activity�s small business office concurs with this determination.� The NAICS code applicable to this procurement is 488330.� The size standard is $41.5 million. The intended contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Navy requires pilot services to assist with the navigation of ships in and out of areas from Cape Henry to the Potomac River and Chesapeake Bay areas.� Vessels requiring services include United States (U.S.) flagged vessels (surface and submarine), foreign/allied vessels, Military Sealift Command (MSC) time chartered vessels, and foreign military sales (FMS) vessels.� Specific locations shall be specified in the request for quotation (RFQ).� Services are required on an as-needed basis, both for scheduled and unscheduled vessel movements, beginning on 01 May 2020.� Either a state or federal pilot license is required.� Services will be required during any 24 hour period, including weekends and holidays.� Services are required for movement of vessels in and out of waterways; docking and undocking services are not anticipated.� The period of performance is a five-year ordering period with the option to extend services an additional six months in accordance with FAR clause 52.217-8.� The anticipated award date is on or about 15 April 2020. All interested, capable, and responsible sources that would like to respond to this presolicitation synopsis are encouraged to provide a statement of interest along with supporting substantiation input to Carlton Walton at carlton.walton@navy.mil no later than 11 March 2020 12:00 pm Eastern Time (EST).� All responsible sources may submit a capability statement and proposal which shall be considered by the agency.� Vendors interested in submitting a proposal should contact the contract specialist above in order to obtain a solicitation following submission of a capability statement.
