- INTRODUCTION This Notice is related to the P-3 Planned Maintenance Interval (PMI) Inspections, ISRs, and Modifications Sources Sought Notice posted on 3 February 2020.� In response to the 3 February Notice, NAVAIR received several capability statements which were reviewed and aided in making an initial determination that the requirements described herein will be procured via a full and open competition.� The purpose of this Notice is to announce NAVAIR�s initial determination of pursuing a full and open competition and to provide an additional opportunity for interested parties that did not respond to the 3 February 2020 Sources Sought to submit capability statements in response to this Presolicitation Notice.� The Naval Air Systems Command (NAVAIR) at Patuxent River, MD again announces its intention to procure, on a competitive multi-award basis, the services to:� (1) perform Planned Maintenance Interval (PMI) inspections on EP-3 and P-3C aircraft; (2) In-Service Repairs (ISRs), on an as needed basis for EP-3 and P-3C aircraft and (3) perform aircraft avionics/mission systems modifications, in conjunction with PMIs, or as a stand-alone action, as required. �The resulting contractor shall be required to perform the PMI Phase I and Phase II inspections at the contractor�s facility in a Turn Around Time (TAT) of at or less than 285 calendar days.� TAT for ISRs and aircraft avionics/mission systems modifications will be determined on a case-by-case basis.� The Government�s intention is to have two qualified contractors with the capacity and capability of performing minimum of one, maximum of four PMIs and/or ISRs in workflow per year. �The results of this Presolicitation Notice will be utilized to determine whether the fulfillment of the requirements will be competitively procured as a full an open competition or as a Small Business Set-Aside. �All Small Business Set-Aside categories will be considered. ANTICIPATED TIME FRAME Estimated RFP Release: �April 2020 Estimated Award: �November 2020 Period of Performance: �Five one-year ordering periods are planned with the first ordering period and initial order(s) planned to be executed on or about November 2020. PLACE OF PERFORMANCE Contractor�s Facility (See Bullet 4 under �Key requirements specific to EP-3/P-3C aircraft�) DISCLAIMER THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. �THIS IS NOT A REQUEST FOR PROPOSAL. �IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. �RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. �NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. �ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. BACKGROUND The United States Navy has identified a requirement to extend its EP-3 �Mission� Surveillance and P-3C �Mobility� logistics support aircraft until 2025. �In order to achieve that objective there are up to approximately fourteen (14) EP-3 and P-3C airframes that will need to have PMI inspections in accordance with a Government Furnished PMI Specification.� To obtain the PMI Specification, interested parties must submit a written request via e-mail to Kristin Recio at kristin.recio@navy.mil and Scott Segesdy at scott.segesdy@navy.mil, together with the following additional information: �Company Name, Company Address, CAGE Code, Point of Contact (Name, Position, and Nationality), Telephone number, and E-mail address.� After CAGE code verification to confirm DoD Contractor status, additional instructions shall be provided on how to obtain the specification. �The PMA-290 Program Office no longer has an organic capability to induct EP-3/P-3C aircraft for PMIs. �In order to meet the desired PMI induction schedule and required TAT of 285 calendar days for PMIs, the Government anticipates the need for two contractors to perform PMI work simultaneously. �Additionally, the Government no longer has the special tooling required to provide to a contractor as Government Furnished Property. ANTICIPATED CONTRACT TYPE The planned contract is anticipated to include both Firm-Fixed Price and Time-and-Material Contract Line Item Numbers (CLINs). REQUIRED CAPABILITIES Top Level Synopsis of Required Work: Perform PMI Phase I / II inspections in accordance with the PMI Specification. Conduct inspections, repairs and replacements per the PMI Specification. Remove selected existing materials and install replacement parts, as applicable Prepare aircraft for and perform ground induction and completion requirements Provide factory tools, materials (to include all required consumables and commercially available kits), and equipment Provide plans, data, testing, inspection, program, engineering, in?process reviews, analyses, reports, and other efforts attendant to the preceding tasks Key requirements specific to EP-3/P-3C aircraft: Contractor must have the tooling and support equipment to support the PMI inspections and any related structural repairs resulting from the inspections as well as for ISRs.� This tooling and support equipment must be available at the time of award of the contract to support immediate induction an aircraft.� The Government does not have the necessary tooling to provide to the contractor. Current or recent (within 3 years of 3 February 2020) P-3 depot level work with current or recent (within 3 years of 3 February 2020) P-3 experienced artisans to minimize TAT and performance learning curve The contractor shall have the engineering support to provide analysis for all non-standard repairs required to complete PMI repairs. The contractor must provide facilities to support contractual performance related to the induction of EP-3 and P-3C aircraft; including but not limited to: Aerodrome/airfield to support EP-3/P-3 aircraft Taxiways that are in compliance with MIL-HDBK-1021/1 criteria for Class B runways (e.g., will support EP-3/P-3C aircraft) A parking apron that includes areas for outside work, engine run-up, and temporary storage and has approved mooring eyes Facilities that enable then contractor to swing, compensate, and calibrate P-3 aircraft compass swings Minimum clearance in the maintenance hangar between aircraft or between building structure and aircraft shall be 5 feet Minimum ceiling clearance height shall be adequate to accommodate all P-3 aircraft in and out of hangar Hangar floor load capacity shall be able to completely and safely hangar P-3 aircraft ELIGIBILITY All interested businesses are encouraged to respond.� The PSC for this requirement is J015; the NAICS is 488190 with a small business size standard of $35M. �The Government is evaluating the possibility of establishing this requirement as a Small Business/Other Socio-economic Set-Aside.� As such, all eligible SB/SDVOSBs/8(a)/etc. are encouraged to respond.� SUBMISSION DETAILS: Interested persons may submit a Capability Statement identifying their interest and capability to respond to the requirement or submit proposals.� Only Capability Statements received on or before the Response Date indicated in this Notice will be considered by the Government.� A determination by the Government not to compete this proposed contract action based upon responses to this Notice is solely within the discretion of the Government.� Capability Statements received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement and whether the procurement should be processed as a Small Business Set-Aside.� Capability Statements submitted shall be pertinent and specific in the technical/management/business area under consideration, on each of the following qualifications. (1) Execution:� A description of the approach for commencing the effort at the estimated award of mid-November 2020 for the requirements outlined in the background and requirements section above and in the PMI Specification. (2) Experience:� An outline of current or previous P-3/EP-3 depot level work, specific relevant work previously performed or work currently being performed. (3) Personnel:� Name, professional qualifications and specific experience of key personnel (e.g., program manager(s), project manager(s), technical lead(s), etc. (4) Company�s ability to begin performance upon contract award. (5) Respondents to this notice must also indicate whether they are a large business or qualify as a Small, Small Disadvantaged, Small Disadvantaged Veteran Owned Small Business, Women-Owned, 8(a), Hub Zone or Service Disabled Veteran-Owned Small Business Concern. (6) If you are a small business, provide an explanation of your company�s ability to perform at least 50% of the tasking described in this Notice. (7) Any other specific and pertinent information as pertains to this particular area of procurement that would enhance our consideration and evaluation of the Capability Statement. Interested parties are advised against submitting a Capability Statement that merely mimics information in this Notice, provides brochure-like information, or provides general information.� Responses to this Notice are not to exceed 20 pages in length on 8.5 x 11 inch paper with one inch margins and font no smaller than 10 point Times New Roman.� The Government requests that respondents deliver responses electronically via e-mail in Microsoft Word or PDF format with proper data markings for unclassified and proprietary information no later than the Response Date indicated in this Notice.� Classified material SHALL NOT be submitted.� All submissions should include this Notice�s Reference Number, company name, company address, CAGE code, DUNS number, and a point-of-contact who is able to discuss the Capability Statement submitted.� Point-of-contact information should include name, position, phone number, and email address.� Acknowledgement of receipt will be provided.� All information submitted will be adequately safeguarded from unauthorized disclosure in accordance with FAR 15.207.� All submissions must be clearly marked with the following caption:� For Official Use Only, Releasable to Government Agencies for Evaluation Purposes Only. Data Markings:� In order to complete its review, NAVAIR must be able to share a respondent�s information within the Government and with covered Government support contractors as defined in DFARS clause 252.227-7013 Rights in Technical Data�Noncommercial Items (FEB 2014).� Any responses marked in a manner that will not permit such review may be returned without being assessed or considered. �All submissions must include a statement which clearly allows for the information to be disclosed within the Government and with covered Government support contractors as defined in DFARS clause 252.227-7013 Rights in Technical Data-Noncommercial Items (FEB 2014). Responses that fail to comply with the above instructions or present ideas not pertinent to subject, may not be reviewed.� All information received in response to this Notice that is marked proprietary will be handled accordingly.� Information submitted in response to this Notice is submitted at no cost to the Government and will not be returned.� The Government is under no obligation to provide responses or comments to information received from interested persons, but may request additional information following review.� Note:� If the interested person is a foreign concern or if a U.S. interested person has a team member or partner who is a foreign entity, adherence to all International Traffic and Arms Regulations (ITAR) is required.
