- The United States Environmental Protection Agency Region 9 at 75 Hawthorne St, San Francisco, CA. 94105 intends to award a Sole Source purchase order under the authority of Federal Acquisition Regulations (FAR) Subpart6.302-1, Other Than Full and Open Competition procedures and FAR Part 13, Simplified Acquisition Procedures to Ohio Lumex Co. Inc. located at 30350 Bruce Industrial Parkway, Cleveland, OH 44139. This requirement is for the acquisition of two (2) RA915M Mercury Analyzers that are needed to fulfill an EPA mission objective to use the most reliable and accurate analytical equipment in the field as well as ensuring consistent use of similar equipment across the agency. The Emergency Response Technical Group (ERTG) is a national workgroup of EPA emergency responders responsible for evaluating and determining that type of equipment each region should utilize. The ERTG has vetted and approved Ohio Lumex Co. Inc. `s RA915M Mercury Analyzer. THIS IS NOT A REQUEST FOR QUOTE AND NO SOLICITATION WILL BE POSTED. EPA believes Ohio Lumex Co. Inc. IS THE ONLY SOURCE that can provide the specified supplies to US EPA Region 9 because they are the manufacturer of this analyzer which the ERTG recommends. In addition, it is the same product that will be added to and/or replace existing mercury analyzers in the Region 9�s equipment inventory and purchasing them ensures consistency with any future work being done in the field. All interested parties who believe they can provide the required supplies should fully explain their capabilities and qualifications in writing within ten business days from the date of this announcement. The documentation provided must include sufficient detail to make a determination that competition is feasible. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation is available. Consequently, anyone failing to provide the aforementioned and instead submits only a routine or standard letter requesting a copy of the statement of work or provides only basic corporate information will not be considered. The information received in response to this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement.
