Description

On January 24th, SLSDC personnel conducting routine�winter maintenance inspections of lock and dam facilities discovered roughly 40 yards of deteriorated concrete at Eisenhower Lock in Massena, NY.� The damaged areas could not be discovered sooner because of the need for the locks to be dewatered after the shipping season to allow for these inspections. SLSDC solicited bids for the repair of this area for four days.� SLSDC could not follow the standard FAR requirements for synosising the requirement and solicitation time frames due to the urgency in repairing this concrete before the required completion date of this repair. The completion of the concrete restoration work is to be completed no later than March 4, 2020, to allow for the timeley time opening of the 2020 navigation season. That date is based on historically requiring approximately ten days for the lock to be re-watered to manage ice buildup on the stoplog structures (which are used to dam the lock for dewatering prior to their removal). Historically a Coast Guard icebreaking vessel is deployed ahead of the opening of the navigation season to break up the navigation channel which can be as early as the the 15th of March. After reviewing bids, Patterson-Stevens Inc. was found to be the responsible offereror and was awarded the contract to complete the repair.� A FFP contract was awarded for $179,000.
