- The Department of Veterans Affairs Medical Center (VAMC) at Richmond, VA, has a need for a Medtronic Super Dimension Navigation System with Obsolescence Protection (the System ). The NAICS code for this requirement is 334510; size standard is 1250. This is not a request for bids, quotes, or proposals. This is a SOURCES SOUGHT announcement only. The purpose of this notice is to conduct market research and obtain information from qualified businesses. The responses to this announcement will assist in determining the socio-economic set aside if feasible. The Department of Veterans Affairs is required by Public Law 109-461 to give first priority to SDVOSB and VOSB concerns if there should be sufficient firms available to compete under a set aside. If insufficient veteran owned and small business response is received to establish the basis for setting this action aside for other than large business participation, then the action will be advertised as full and open competition, in which case, all interested parties responding shall be eligible to quote should the requirement go to solicitation. Sources for the Medtronic Super Dimension Navigation System are being sought; statement of work below, subject to change. Statement of Work/Salient Characteristics General - approved request to purchase one super Dimension Navigation System. This is a PC-equipped mobile console with a monitor used to perform Electromagnetic Navigation Bronchoscopy procedures. This equipment allows the physician to accurately navigate to targets such as lymph nodes and solitary pulmonary nodules using endoscopic tools. The system contains a planning application that allows physicians to create image-guided Electromagnetic Navigation Bronchoscopy plans to mark and measure the target and create a pathway using the patients computerized tomography (CT) scan. The system allows the physician to utilize information prepared in the planning application to complete the procedure with the locatable guide, extended working channel, patient sensors, and location board. By utilizing the planning application of the system, the target lesions can be mapped and outlined for the procedure to biopsy or aspirate the lesions. The location board emits low frequency electromagnetic waves that is used to help guide the sheath to enable selective cannulation of bronchi. The system does not have external storage, no dedicated servers, does not print information, does not utilize HL7 transmission, and does not have backup systems because patient data isn t stored or accessed using this system. No additional software installation is recommended. CT scans are viewed using a CD and all ePHI is encrypted using AES-256 encryption. The system deletes any data and does not store data. The super Dimension Navigation System allows physicians to detect any lesion deep in the lung without surgery. super Dimension Navigation Bronchoscopy has a superior safety profile because the pleural is not breached and pneumothorax rates are considerably lower than standard methods. This system is GPS like technology that locates any lesion in the lung and provides the tools necessary for biopsy and treatment. This is used to diagnose lung lesions, stage lymph nodes, place fiducial markers for radiation therapy, place markers to guide VATS, and to guide high doses of radiation catheters. This system allows for earlier detection and treatment of cancers, thus resulting in an increased survival rate. This equipment can be used by the pulmonologists as well as thoracic surgeons within our facility. Coordination Daniel Roberts, Facility Acquisition Manger is the Point of Contact. Specific Requirements Covidien Sales LLC, a Medtronic company, will provide the super Dimension Navigation System quote. Medtronic will also provide a quote for the disposable equipment that will need to be purchased and reordered as needed. The initial start-up quote for disposable equipment. The equipment is needed to work with all the capabilities for the stealth neuro cases and the frontal sinus ENT cases. Richmond VAMC have all the instrumentation for the Medtronic navigation for deep brain, back surgery, anterior neck and posterior neck. This will update the current ENT equipment we have, to perform bronchoscopies and better diagnosis and treatment of pulmonary nodules and lesions. Please provide an authorized to distribute and/or sell items for the Interventional Solutions / Convidien Sales LLC division of Medtronic, dba super Dimension letter, as the items being requested are sole source products, manufactured, sold and serviced exclusively by Covidien Sales LLC, a Medtronic company. No division of Covidien Sales LLC, nor any other company, makes or services a similar or competing product. super Dimension iLogic Navigation System (the iLogic System ) including Fluoroscopic Navigation Technology super Dimension ILLUMISITE Navigation System, including Fluoroscopic Navigation Tech. Can receive CT images stored on CD or DVD Navigates endoscopic tools to targets in the lungs such as lymph nodes and solitary pulmonary nodules Has two phases, planning and procedure Planning application analyzes data and extracts three-dimensional anatomical structures, such as the lung boundary and tracheobronchial tree Planning application allows the physician to virtually navigate the tracheobronchial tree, mark Registration points, identify and mark navigation targets, define navigation pathways Procedure console consists of: Locatable guide (LG) flexible catheter fitted with an electromagnetic position and orientation sensor at its distal tip. The LG is inserted through the extended working channel Extended working channel (EWC) a sheath inserted through the working channel of the bronchoscope and used to guide endoscopic tools to the target Patient sensors three electromagnetic position and orientation sensors are attached to the patient and used to track changes in patient position and orientation during procedure Localization components the location board and location subsystem continuously determine the location and orientation of the LG and patient sensors Console/image data processor a PC equipped, mobile console continuously display the position of the locatable guide, targets, and pathways on the CT images of the patient s anatomy based on data from the locatable guide, patient sensors, and localization components Procedure application - a software application that provides navigation guidance Maximum number of simultaneous associations is zero due to no storage of information Compliance Awareness Training shall be completed by vendor prior to access to Hunter Holmes McGuire VA Medical Center. Vendor has responsibility for Duty to Report any fraud, waste and abuse witnessed while on VA premises to the Compliance Officer. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach.
