Description

THIS IS NEITHER A REQUEST FOR QUOTATION (RFQ) NOR A REQUEST FOR PROPOSAL (RFP).� DO NOT SUBMIT PRICING OR PRICE-RELATED INFORMATION.� THIS REQUEST IS FOR INFORMATIONAL PURPOSES ONLY. The Federal Acquisition Regulation (FAR) Subpart 4.801(a), requires that the head of each office performing contracting, contract administration, or paying functions establish files containing the records of all contract actions. Bureau of Engraving and Printing�s (BEP) Contract Life Cycle Management (CLM) and e-Filing system, (implemented in 2016), provide the filing structure to maintain contract files in compliance with the FAR. As of January 2018, BEP has awarded 12,819 contracts totaling approximately $1.8 billion ($1.1 million were subcontracts). Established in 1989, the Treasury Office of Inspector General conducts and supervises audits and investigations of Treasury programs and operations; provides leadership and coordination and recommends policies for activities designed to (a) promote economy, efficiency, and effectiveness in the administration of Treasury programs and operations, and (b) prevent and detect fraud, waste, and abuse in Treasury programs and operations; and �keeps the Secretary and the Congress fully and currently informed about problems, abuses, and deficiencies in Treasury programs and operations. In fulfilling its mission, the Department of the Treasury Office of Inspector General (TOIG) is conducting Market Research in search of Small Business concerns that have the following capabilities: a. The ability to perform audits of complex financial and payment information; b. Knowledge and experience with the Federal Acquisition Regulations (FAR), contract administration; procurement and acquisitions and electronic filing methodologies and standards; c. Knowledge and experience with utilizing Generally Accepted Government Auditing Standards; d. The ability to perform tests of compliance with laws and regulations that could have a direct and material effect on financial statements; e. An understanding of the control activities relevant to audits to understand and assess the risk of material misstatements at the assertion level; and f. The ability to determine whether basic financial statements are presented fairly and conform to accounting principles generally accepted in the U.S. In response to this Sources Sought, interested parties must provide a capability statement, line card, brochure, catalog or other information which identifies their capabilities and services provided to the general public void of any pricing or price-related information.� Any submitted information that contains price-related information will be discarded. Responses to this Sources Sought must be sent by the due date and time via email to Pamela Robinson at robinsonp@oig.treas.gov.� Interested parties should also provide their Point of Contact information as well as their applicable Multiple Award Schedule (MAS), Best-In-Class (BIC) contract, Government-wide acquisition contract and multi-agency contract information.
