Description

Pre-Solicitation and Sources Sought Notice All information contained in this Pre-Solicitation/Sources Sought Announcement is preliminary, as well as subject to modification, and is in no way binding on the Government. The Government will NOT pay for any information submitted in response to this request. The information requested will be used solely within the Department of Veterans Affairs (VA) to facilitate decision making and will not be disclosed outside of the Government. This procurement is UNRESTRICTED; however, based on responses to the Sources Sought, the VA Network Contracting Office (NCO) 21 reserves the right to solicit the requirement for Full and Open Competition, After the Exclusion of Sources. This decision is solely within the discretion of the Government. If this should occur, an amendment to the pre-solicitation will be posted on the Government-wide Point of Entry (GPE), beta.sam.gov. The VA, NCO 21, is issuing a Pre-Solicitation Notice, and a Sources Sought, for the Two-Phase Design-Build, Solicitation Number 36C26120R0022, for the design and renovation of three (3) Operating Rooms (OR), to include Skytron Boom installation, at the VA Central California Healthcare System, located at 2615 E. Clinton Ave., Fresno, CA 93703-2223. The magnitude of construction cost for this project is between $500,000.00 and $1,000,000.00 with a completion period of 150 calendar days after receipt of notice to proceed (NTP). The applicable North American Industry Classification System (NAICS) is 236220, Commercial and Institutional Building Construction, and the small business size standard is $39.5 Million. The Offeror must be a General Construction company with an approved NAICS Code 236220 and bonding capacity. The Contractor shall provide all design, labor, materials, tools, equipment, transportation, supervision, coordination, and services necessary for the for the design and renovation of three (3) Operating Rooms (OR), in accordance with the Request for Proposal (RFP) documents, at the VA Central California Healthcare System in Fresno, CA. Renovation will include demolition, as necessary, and the upgrade of the interior utilities, HVAC, and medical gas connections to comply with Skytron Boom installation. Additionally, the renovation includes painting and replacing the flooring for the ORs and support rooms. The Government anticipates the project will be split into three (3) phases, with all work to be completed after normal operating hours. The Government requests that interested parties review the attachments and provide the following capability information to the Contract Specialist, James D. W. Rall, by e-mail at: james.rall@va.gov by 11:00 AM (PST), March 9, 2020: ** Important Notice: Subject line of e-mailed response must read Renovate ORs for Skytron Booms Fresno, CA ** Business Size (Large/Small) Business Socio-Economic Status (SDVOSB, WOSB, 8(a), HUBZone, etc.) SAM record DUNS number Ability and experience in managing projects in a hospital environment (specify if that experience included ORs). Bonding Capability; per contract and aggregate. Provide amount of aggregate bonding currently available (i.e. amount not committed). Anticipated Teaming Arrangements (if any). List of Projects (Government and Commercial) that are similar in scope and size, including SF of project. Provide feedback on the DRAFT attachments, e.g. is the requirement clear as written in the Statement of Work, is the information provided adequate for preparing a proposal, is there additional information that interested offers require to provide a proposal, etc. Interested parties shall not submit more than 10 single-sided, type-written pages using 12-point font or larger. Published literature may be any number of pages. The Government will use this information when determining its business type decision. This synopsis is not to be construed as a commitment by the Government and no contract will be awarded as a direct result of this Sources Sought announcement. NOTICE TO PRIME (GENERAL) CONTRACTORS: The offeror must be registered in the System for Acquisition Management database at https://www.sam.gov prior to award. SOLICITATION and AMENDMENTS: Prospective Offerors must obtain copies of solicitation documents from beta.sam.gov, which will be available on or about March 12, 2020. By registering at the GPE, beta.sam.gov, the Offerors will have access to downloading plans, specifications and amendments, which will be available only in Adobe PDF electronic format. The Offerors must be registered in beta.sam.gov, and have a DUNS Number, to download documents. By registering for the Register to Receive Notification list at https://beta.sam.gov/, interested Vendors will be notified by e-Mail of any new amendments that have been issued and posted. No other notification of amendments will be provided. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. There will be no public bid opening. All Offerors must ensure that their firms have the ability to provide both 100% Performance and Payment Bonds. In addition, the Offerors will be required to submit a bid guarantee with their proposal. The proposals will be evaluated, and award made utilizing the Best Value, Trade -Off method per FAR Part 15. Offerors are advised award may be made without discussion.
