- Description
- Scope The UDSA-ARS is requesting bids for a one-year base lease term, and 4 lease option years, for two new Case IH Magnum 340 tractors or the equivalent. Specifications for the leased tractors are itemized below. Background: The USDA-ARS Prairie du Sac research station has a manure storage lagoon that receives waste from the dairy herd. The lagoon must be emptied periodically, as field and weather conditions allow, to distribute nutrients on cropland and reduce manure volume in the lagoon. A new dairy planning process is underway, with an anticipated timeline of 5-7 years from planning to operation of the new facility. In the interim, the only feasible means of moving manure from lagoon storage to the croplands is via tankers pulled behind tractors. The long-term plan, after construction of the new dairy, is to use modern manure management technologies that are more efficient (e.g., dragline systems). Until then, tractor leases are required to support the use of tankers, as we do not have tractors with the specifications to perform the work. Brand name or equal (see attached specs): The tractors will each be used to pull Jamesway triaxle manure tankers (7400 gallons) for spreading of liquid manure on croplands at the Prairie du Sac research station. Brand name or equal: 2020 Case IH Magnum 340 tractors or equivalent. Description: 2020 Case IH Magnum 340 tractors or equivalent Tractors must be 4-wheel drive, dual tires front and rear Tractors must be at least 340 horsepower with power shift style transmission Tractors must have air conditioning and electric brakes/hydraulic brake controller CAT3 heavy duty drawbar on each tractor Engine block heaters Lease must include annual service for both tractors Service calls must be returned within 48 hours Tractors must be replaced with new machines at the beginning of each option year Full warranty for equipment provided by vendor for lease term Usage hours up to 600 hours/year/tractor Tires included in the cost of lease agreement. Government Furnished: The government will furnish the Jamesway triaxle manure tankers (7400 gallons each), and experienced operators to drive the machines. The facility is accessible 24 hours a day, 7 days a week. The vendor must contact Paul Davis, field crew supervisor, at 608-640-7752 to schedule delivery and pick-up of farm machinery, and any servicing that is required as a part of the service agreement. The vendor does not require a security clearance to complete the work. The vendor must check in and out with Paul Davis. Delivery is expected to the Prairie du Sac Agricultural Research Station (S8822 Sunset Drive, Prairie du Sac, WI) on or before March 10, 2020, or as negotiated. Quotes must be in writing, and should be on company letterhead or have authorized signature. This will be a tax-exempt purchase. All vendors conducting business in this dollar volume with the USDA-ARS will need to provide a DUNS number and register in SAM (System for Award Management; sam.gov). Awards will not be made to any vendor not registered in SAMs. Offerors responding to this announcement shall submit their quote on�SF-18�(see attached). Only electronic submissions will be accepted.
