Description
The purpose of this synopsis is to solicitate industry for any capability statements, which outline the ability to meet the requirements outlined below in accordance with FAR 6.302-1(d)(2): U.S. Immigration and Customs Enforcement (ICE) Enforcement and Removal Operations (ERO) has an on-going and continuously uninterrupted need to contract for detention and transportation services to provide, operate, and manage a contract detention facility (CDF) in the Houston Area of Responsibility until the services are transitioned to a subsequent awardee under competitive solicitation 70CDCR20R00000001. Current services expire March 17, 2020. Option periods in the proposed extension will only be exercised if needed to allow for the completion of the current competition, award, and transition to the new competitively awarded contract. ICE intends to issue a sole source award for a base period of three months and 1 two-month optional period (total of five months). The Government�s baseline requirements are for continuing existing services at the location without interrupting ongoing operations. All detention services must adhere to ICE Performance-Based National Detention Standards 2011 (PBNDS 2011), with 2016 revisions (https://www.ice.gov/detention-standards/2011). Potential performance barriers for a prospective vendor could be: House up to approximately 1,000 male and female low, medium, and high-level detainees; Must be within a 25-mile radius of the George Bush Intercontinental Airport of Houston; Must be within 50 miles from the Houston Field Office to maximize transportation and manpower efficiencies; Have a medical housing unit with at least 16 beds (41 per 1000); Have the ability to securely transport 300 or more detainees within any given 24-hour period Services are currently provided at: 15850 Export Plaza Dr, Houston, TX 77032
