- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-04, 01-15-2020. It is the contractor's responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at https://www.acquisition.gov/far/52. The solicitation number is 140P8320Q0017 and the solicitation is issued as a Request for Quotation (RFQ). The NAICS code is 562212, Solid Waste Landfill. This solicitation is a Full and Open Competition and will result in a firm fixed price contract to a single vendor determined to be responsive and responsible. Also, you must be registered in the System for Award Management (SAM) website: https://beta.sam.gov/ DESCRIPTION. The National Park Service (NPS), Lake Roosevelt National Recreation Area (LARO), South District in Lincoln County, Washington State, is requesting a quote (RFQ) from a transfer station/landfill to provide access to their site to dump solid waste on a reoccurring basis. The park may award a contract for a base year and 4 option years. GENERAL WORK INCLUDES. Lake Roosevelt National Recreation Area collects refuse from various locations throughout the park and transports the solid waste in our 25 cubic yd. rear loading garbage truck to a transfer station/landfill. The contractor shall: 1. Provide access to Transfer station/landfill scale and dump platform on a regular basis. a) Allow authorized NPS personnel to access transfer station/landfill scales during and after hours as part of official business. b) Provide log book for accurate documentation of weights and measures for each occurrence. c) Record and submit invoices for each occurrence through the Electronic Invoicing Payment Platform requirement (IPP). ATTACHMENTS for THIS SOLICITATION. There are three attachments. Attachment no. 1 is the SF-18 with Combined Synposis/Solicitation document. Attachment no. 2 is the LARO Map and Attachment no. 3 is the U.S. Department of Labor Wage Determinations (WDOL). The attachments can be accessed via the link to FedConnect or by going directly to the FedConnect website at https://www.fedconnect.net Once at the FedConnect home page, click ""Search Public Opportunities Only."" Change the drop-down menu selection to read ""Reference Number,"" then type in solicitation number 140P8320Q0017 and click ""Search."" Then, click the underlined text that is the title of the solicitation shown as ""Solid Waste Management for LARO."" On the right-hand side of the screen, it will list documents posted showing the SF-18 and the attachment. The attachments must be opened individually and can be downloaded and saved or printed. Also, at https://beta.sam.gov/ drop down menu click ""Contract Opportunities"" type in solicitation no. 140P8320Q0017. PERIOD OF PERFORMANCE (POP). Performance of this contract will begin on ""Date of Award"" (preferable March 16, 2020) through March 15, 2021 (Base Year), plus four (4) Option Year periods. If the Government exercises its option to extend, the following schedule shall prevail: BASE YEAR: March 16, 2020 through March 15, 2021 Option Year I (1) March 16, 2021 through March 15, 2022 Option Year II (2) March 16, 2022 through March 15, 2023 Option Year III (3) March 16, 2023 through March 15, 2024 Option Year IV (4) March 16, 2024 through March 15, 2025 US DEPARTMENT OF LABOR SERVICE CONTRACT LABOR STANDARDS (formerly known as the Service Act) Wage Determinations. For the purpose of providing a price schedule, see Attachment 3, U.S. Department of Labor Wage Determinations (WDOL), applicable to the awarded contract. SCHEDULE OF FEES. The unit price shall include all elements necessary to perform the work. Prices Quoted shall remain firm fixed prices for the duration of the entire contract including the base year contract and any option years exercised. Option Years will only be exercised upon the contractor's successful performance and are subject to the availability of funds. Option year unit prices rates will be exercised at prices quoted and shall not be renegotiated. See FAR clause 52.217-9, Option to Extend the Term of the Contract (MAR 2000) in the clauses. The quantities are estimates based on historical records and may fluctuate from year to year. If the estimate quantity per year requires and increase, FAR clause 52.217-6 Option for Increased Quantity (MAR 1989) shall be exercised. Payments will only be made for actual amounts delivered, counted and verified and approved by the Government. Note: Should the Government require an increase, a signed unilateral modification will be provided to the contractor. Base Year: Date of Award - 03/15/2021. Est. The DUNS number will be verified in the BetaSAM.gov database including reps/certs - - refer back to clauses and 52.232-33 above. (3) Sign the SF-18. (4) Acknowledge any amendments issued IF APPLICABLE; (5) Submit either the filled-out reps/certs provision 52.212-3 manually or complete the representations and certifications in SAM. (6) Provide 2 but no more than 3 professional references to evaluate past performance.
