THIS IS A REQUEST FOR INFORMATION (RFI) ONLY AND YOUR RESPONSE IS NOT AN OFFER. THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN PREPARATION OF ANY SUBMISSION TO THIS MARKET SURVEY, OR TO CONTRACT FOR SERVICES. IN ACCORDANCE WITH FAR 13.303-6(b), THIS INFORMATION WILL BE USED FOR MARKET RESEARCH FOR ANNUAL REVIEW OF BLANKET PURCHASE AGREEMENT (BPA) N32205-17-A-2202. Military Sealift Command (MSC) is conducting market research to determine if the price structure for BPA N32205-17-A-2202 is still considered fair and reasonable and to determine if any changes have occurred in market conditions or sources of supply per FAR 13.303-6(b). National Safety Council (NSC) is the Contractor for BPA N32205-17-A-2202 and provides Cardiopulmonary Resuscitation (CPR), Automated External Defibrillator (AED), and First Aid student workbooks, instructor kits, and certificates. This BPA was established as a Sole Source per FAR 13.106-1 (b)(1)(i) as NSC is the only organization that accommodates a 24-student class with one instructor with United States Coast Guard (USCG) third party approval per 46 CFR 10.402. 1.���������� Sample Product Description List: The Sample Product Description List is provided as an attachment to this notice. NSC part numbers are included within the document. 2.���������� Places of Delivery: ������������� Freehold, NJ 07728 ������������� San Diego, CA 92136 ������������� San Diego, CA 92123 ������������� Fort Eustis VA 23604 ������������� Virginia Beach, VA 23459 3.���������� RFI� Response Instructions: It is requested that interested parties submit to the MSC Contracting Office a brief capabilities package demonstrating ability to provide the requested items or alternative solutions.� This document shall address, at a minimum the following: (1) ������� Company Profile to include number of employees, office location(s), DUNS number, CAGE Code, and a statement regarding small business designation and status; (2) ������� Total price for capability of delivering items within the Sample Product Description List including delivery to the respective locations. (3) ������� Lead time for delivery of the products; (4) ������� Alternative solutions proposed, including product literature and USCG third party approval status; (5) ������� Brief summary of organization�s history relative to similar requirements; and (6) ������� Any suggestions or comments about contract type or effort in general. All Small Businesses, Service-Disabled Veteran-Owned Small Business, Certified HUBZone, and Certified Section 8(a) Small Businesses are encouraged to respond. This is a market research tool used to determine market capability and solutions as well as the availability and adequacy of potential small businesses for market research purposes for the BPA annual review.� The Government is not obligated to and will not pay for any information received from potential sources as a result of the RFI. Submission of a capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Government in tailoring requirements to be consistent with industry.
