Description
This is NOT A SOLICITATION ANNOUNCEMENT. This is a SOURCES SOUGHT NOTICE (SSN) to determine the availability and capability of firms to provide a social media monitoring tool to identify and monitor public conversations related to tobacco trends, emerging products, regulatory actions and activities, and adverse events.� The FDA�s Center for Tobacco Products (CTP) oversees the implementation of the Family Smoking Prevention and Tobacco Control Act to regulate the manufacture, marketing, and distribution of tobacco products to protect public health and to reduce tobacco use by youth. To inform tobacco regulation, CTP�s Office of Science implements and supports various internal and external research activities designed to expand the science base for tobacco regulation. One of these research activities is social media monitoring. CTP is conducting market research to identify Contractors that can provide subscription access to its existing, social media monitoring software (also known as a social media monitoring tool or social listening platform) and provide technical assistance in setting up and maintaining the software so that it can be used by CTP for research purposes, including extracting real-time nicotine- and tobacco-related social media data to identify and monitor public conversations. CTP does not plan to use the software for posting its own social media content. However, CTP may publish results based on research conducted using the software. The purpose of this SSN is to assist FDA in identifying the capabilities of companies in the industry. In addition, this SSN will help identify any small businesses (i.e., Small Businesses, SBA Certified 8(a) Small Businesses, Woman-owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone) Small Businesses, and Service-Disabled Veteran-owned Small Businesses (SDVOSB)) that are capable of providing the full range of services described in this SSN. FDA does not anticipate setting aside this requirement for small businesses. The Government anticipates a single-award purchase order with a period or performance of 12 months, plus four additional option years. The anticipated NAICS Code for this requirement is 519130 � Internet Publishing and Broadcasting and Web Search Portals and the associated size standard is 1,000 employees. INSTRUCTIONS FOR RESPONDING TO THIS SOURCES SOUGHT NOTICE: The Government will not review general capability statements. Please ensure capability statement submissions are tailored to this requirement and contains all information requested below. Contractors are encouraged to provide concise responses specifically demonstrating that the proposed tool meets the requirements in the Draft Statement of Work (SOW). Responses shall be submitted in PDF or MS Word format. All pages shall be numbered appropriately. Respondents will not be notified of the results of the market research review. No solicitation currently exists in connection to this SSN. If in the future an official solicitation is released, there is no guarantee that sources responding to this notice will be included on the source list.
