SOURCES SOUGHT SYNOPSIS THIS REQUEST FOR INFORMATION (RFI) IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. THE SUBMISSION OF PRICING, CAPABILITIES FOR PLANNING PURPOSES, AND OTHER MARKET INFORMATION IS HIGHLY ENCOURAGED AND ALLOWED UNDER THIS RFI IN ACCORDANCE WITH (IAW) FAR 15.201 (e). The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (hubzone, 8(a), small, small disadvantage, veteran owned small business (VOSB), service disabled veteran owned small business (SDVOSB), or large business) relative to NAICS 621511, $32.5 size standard.� Note that if VA s pending market research establishes that two or more VOSB or SDVOSB, who are certified in VA s Vendor Information Pages (VIP) site https://www.vip.vetbiz.gov/ eligible and capable, VA will set aside the underlying solicitation per 38 U.S.C. �8127.� Responses to this synopsis will be used by the Government to make appropriate acquisition decisions to fulfill this requirement. After review of all responses to this source sought synopsis, a solicitation announcement may be published on FBO and/or GSA eBuy. Response to this RFI are not considered adequate responses to a solicitation announcement. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. PARTICIPATING HEALTHCARE FACILITY: VA Greater Los Angeles Healthcare System 11301 Wilshire Blvd. Los Angeles, CA 90073 GENERAL REQUIREMENTS: The Department of Veterans Affairs (VA), Network Contracting Office 22, VHA Regional Procurement Office - West, has a requirement to establish a procurement ImmunoHistoChemistry (IHC) testing for VA Greater Los Angeles Healthcare System. The vendor will be responsible for the following: Provide pre-filled requisition forms for each Pathologist within the department. (This information will be provided by VA at time of award.) Provide all shipping material. Pick-up prepared patient material from the Anatmoic Pathology department located at 11301 Wilshire Blvd. Los Angeles, CA 90073 and 5901 East 7th St. Long Beach, CA 90822. Prepare the IHC/ISH/Special Stain slides. Prepare Global IHC/ISH/Special stain, PDL1 along with Pathologist interpretation. Return all special stain slides and PDL1 slides with Pathologist report within 24 hours of picking up the specimen. Can vendor successfully perform all said responsibilities? Yes No Cost Per Test (CPTs) include but not limited to: 88360 Global (FDA antibody clone PD-L1 for Keytruda , Opdivo , Tecentric , etc.) - 88341TC (IHC Qualitative, Add l single antibody stain) Technical 88342TC (IHC Qualitative, Initial single antibody stain) Technical 88344TC (IHC Qualitative, Multiplex antibody stain) Technical 88360TC (IHC Semi-Quant, Single antibody stain) Technical 88361TC (IHC Quantitative, Computer assisted, Single antibody stain) Technical 88364TC (IHC by ISH, Add l antibody stain) Technical 88365TC (IHC by ISH, Initial antibody stain) Technical 88312TC (Special Tissue Stain) At minimum, can vendor provide all above CPTs? Yes No Specific Requirements: Special Stains, tech only; no Pathologist interpretation needed. Global IHC, with Pathologist interpretation (less than 10% of workload). 24 hour turnaround time for slides and reports. This requires the slides to be at the VA facility within 24 hours and the report available within 24 hours. Vendor is responsible for courier pickup and next day delivery of slides. Computer Assisted Image analysis. Digital pathology slide scan. Online order entry. IHC menu >250 Antibodies. Provide QC Report for each case submitted. Provide STAT pickup as needed. Can vendor perform and provide all specific requirements? Yes No Additional information for this requirement will be provided on a later solicitation. A solicitation is not currently available. Response to this RFI will help the Government make appropriate acquisition decisions to fulfill this IHC testing requirement.
