- Description
- The Centers for Disease Control and Prevention intends to award a sole source firm fixed-price purchase order to Elsevier Inc. at 230 Park Ave Flr 8, New York, NY 10169-0005 to develop a special issue of the scientific journal Evaluation and Program Planning on local evaluation findings and lessons learned from the implementation of pre-exposure prophylaxis (PrEP) activities in the PrIDE multisite demonstration project. Elsevier is the only source that publishes a scientific journal, Evaluation and Program Planning, that meets all of the criteria necessary for this procurement: 1) the journal specifically focuses on publishing scientific manuscripts on the integration of program planning, implementation, and evaluation (the subject of the CDC special issue); 2) the journal is directed to and reaches both US-domestic and international researchers, evaluators and program planners, so that the PrIDE multisite demonstration project results and lessons learned will reach the broadest audience who can benefit; 3) the journal will publish special issues (and does not have a requirement that special issues are by invitation only); and 4) the special issue can be published in less than 12 months (in order to ensure that the PrIDE multisite demonstration project results and lessons learned are disseminated in a timely way). Only Elsevier�s journal Evaluation and Program Planning, met all of the criteria necessary for this procurement. No other journal researched either did not focus on the integration of program planning, implementation, and evaluation; were not directed to both a U.S. and international audience that included researchers, evaluators, and program planners; did not accept special issues (or only published special issues by journal invitation); and/or could not complete the special issue in less than 12 months. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(SAP) and 41 U.S.C. 3304(a)(1). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations; however, all responses received within fifteen (15) days of the issuance of this notice will be reviewed by the government.� A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� Any response should be emailed to the Contract Specialist at oga2@cdc.gov by 2 p.m. on 03/09/2019.
