- Combined Synopsis/Solicitation (Best Value) The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations requires pumping and disposal of sewage from the NOAA ship Fairweather in Seattle Washington several times from 3/5/20 � 4/5/20. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number NMAN7911-20-00788 is issued as a firm fixed price, commercial, request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-04. (iv) This is a small business set-aside. The NAICS code for this acquisition is 221320, Sewage Treatment Facilities; the small business size standard is $22M employees. (v) Line items are as follows: CLIN 1:� Price per service up to 4000 gallons each. (vi) Description of requirements for the items to be acquired:� The NOAA ship Fairweather requires pumping and disposal of sewage several times between 3/5/20 and 4/5/20 as shown on the statement of work. Vendors should provide quotes that show price per visit, of up to 4000 gallons each event. Pricing should include all fees. Quotes need to be provided on company letterhead. (vii) Delivery location:� NOAA Ship Fairweather Pier 90/91 Seattle, WA 98119 (viii) See terms and conditions in attached document. (xiv) Defense Priorities and Allocations Systems (DPAS) and assigned ratings is not applicable. (xv) Offers shall be submitted electronically via email to joel.heisler@noaa.gov no later than 3:00pm hrs PST, Friday, February 28th, 2020.
