Description
This special notice is prepared in accordance with Federal Acquisition Regulation (FAR) subpart 5.2- Synopses of Proposed Contract Actions. �The contracting office for this notice is the 10th Contracting Squadron, USAF Academy, CO 80840. The US Air Force Academy (USAFA) intends to award on a Sole Source basis under the authority of FAR 13.501(a) to Daktronics, Inc. �The Government intends to award a Firm Fixed Price Purchase Order processed in accordance with (IAW) FAR 12 and 13.5.� The North American Industrial Classification System (NAICS) number is 339950 and the small business size standard is 500 employees. The United States Air Force Academy (USAFA) Directorate of Athletics (AD) has a requirement for the purchase of four (4) video boards, two (2) ribbon boards, and associated control equipment with installation. � The Daktronics system seamlessly interfaces with existing StatCrew and Live Text by Newtek Software, and supports NDI interface with Newtek TriCaster which USAFA/AD currently uses to display real time statistics and graphics during sporting events. Another system would drive new statistic and graphics software procurements as well as training costs for operator and maintenance personnel. Additionally, there are 15 existing Daktronics locker room clocks that are fed by Daktronics All-Sport 5000 controller and two television truck dock locations fed by Daktronics Scoring-Timing Interface (DSTI). USAFA/AD also has Daktronics LED Scoretables, and Daktronics fixed digit scoreboards and shot clocks that will remain in Clune Arena after the new system is purchased. This existing equipment requires Daktronics software and controllers to function, thus the new LED boards will also need to be Daktronics to be properly integrated with the current system. Daktronics is the only known source that can meet the Governments requirements. Therefore, the contracting officer has determined that the circumstances of the contract action deem only one source reasonably available IAW FAR 13.106-1(b)(2). A SOLICITATION WILL NOT BE POSTED. Based on previous market research conducted, the Government intends to proceed with this sole source action. �This synopsis is for informational purposes only and does not constitute a solicitation for bids or proposals.� DO NOT submit a bid/quote at this time. Any offerors believing they can provide the required AD Cadet Ice Arena Scoreboard and Ribbon Boards with all of the features and functions of the requirement described in the attached Justification & Approval and the Salient Characteristics may submit a capability statement. Evidence must support the offeror�s claim.� Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government.� A determination not to compete this proposed procurement based on response to this notice is solely within the discretion of the Government.� Responses must be received NLT 4:00pm Mountain Standard Time (MST) on 28 February 2020.� Responses received after this will be considered late IAW FAR 52.212-1(f) and will not be evaluated.������ The Government does not intend to pay for any information provided under this announcement.� Contractors must have a current registration with the System For Award Management (SAM) at http://sam.gov/. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
