- Contracting Activity: Veterans Health Administration, Regional Procurement Office (RPO) East, Network Contracting Office (NCO) 5, Clarksburg, WV Requiring Activity: Department of Veterans Affairs, Veterans Health Administration, Care Management, Social Work and Chaplains The Caregiver Support Program Nature/Description of Action Being Processed: In accordance with the Caregivers and Veterans Omnibus Health Services Act of 2010, (Pub. L. No. 111-163), VA is responsible for the development and implementation of a comprehensive National Caregiver Training Program for caregivers that are caring for eligible Veterans. On June 6, 2018, John S. McCain III, Daniel K. Akaka, and Samuel R. Johnson VA Maintaining Internal Systems and Strengthening Integrated Outside Networks Act of 2018 or the VA MISSION Act of 2018, Public Law 115-182, was signed into law. Section 161 of this law, among other things, expands eligibility for VA s Program of Comprehensive Assistance for Family Caregivers to eligible Veterans with a serious injury incurred or aggravated in the line of duty in the active military, naval, or air service before September 11, 2001 in two phases. First, VA must certify to Congress that VA has fully implemented a required information technology system. The Program of Comprehensive Assistance for Family Caregivers provides certain medical, travel, training, and financial benefits to primary family caregivers. In order to comply with the MISSION Act of 2018, VA is responsible for updating the mandated training to reflects needs of family caregivers for all service era Veterans. Utilizing a human centered design approach, the Contractor will research, redesign core curriculum content to support the entire population of family caregivers and integrate those findings into workbook and web-based trainings. Additionally, the contractor will provide a secured online resource hub website that allows caregiver specific resources. The Contract shall be awarded as a new firm fixed price contract with one base period of 6 months and one (1) option periods of twelve (12) months Description of Supplies or Services: The Contractor will conduct research utilizing a human centered design process in order to better understand the needs of family caregivers and their Veterans and determine best practices and training for the National Veteran Caregiver Training. The results will be used to modify and enhance the current curriculum to include all service era Veterans needs. Workbooks and online training modules will be updated to reflect the new curriculum. In addition, the Contractor will develop a secured online resource hub for caregivers that allows caregiver specific resources. Rationale of the Contractor s Unique Qualifications to Provide the Required Service: Only One Responsible Source (FAR 6.302-1): The proposed Contractor is currently the vendor for contract number VA245-17-C-0099. This contract is responsible for delivering a comprehensive national family caregiver training program for caregivers of Veterans who are applying for the Program of Comprehensive Assistance for Family Caregivers (PCAFC) as mandated by PL 111-163. All materials, curriculum content and websites are the responsibility of this vendor as outlined in the contract. The current curriculum could not be used in this contract if it were a full and open competition contract. This would cause serious delays as well as significant costs to the Government. By allowing the vendor to assume this contract it will be the best value for the Government by reducing the delay of a mission critical need and lowest overall cost. Any Other Facts Supporting the Justification: The enhancements and updates to our national family caregiver training program is required in order to meet the intent of the law outlined in the MISSION Act of 2018. It is expected that the Caregiver Support Program will expand to all service era veterans in Summer 2020. It is necessary that all updates incorporating the entire Veteran population needs is complete so that caregivers of all service era veterans can complete the appropriate mandated training.
