Description
The US Environmental Protection Agency (EPA), Office of Research and Development (ORD), Center for Environmental Solutions & Emergency Solutions (CESER), Groundwater Characterization & Remediation Division (GCRD), located in Ada, OK intends to award a contract for Maintenance/Service Agreement for laboratory equipment to Thermo Electron North America LLC on a Sole Source basis. The services will be needed for a Base Period of 1 base year with two one-year optional periods. The services will be needed to maintain a Thermo Electron North American Element XR Basic System, serial number SN042443. Thermo Electron North America, is the only known firm capable of performing this maintenance as the instrument must be maintained by Thermo Electron North American certified technicians and repairs must use Thermo Electron North America original manufacture parts. Thermo Electron North American is both the manufacture and sole distributor of the HR-ICP-MS that GCRD owns. Thermo Electron North America, is the only known authorized maintenance provider for this instrument. The use of non-authorized service parts and personnel can impact instrument performance and future service agreements, requiring recertification of the instrumentation at government expense. If another vendor services the HR-ICP-MS, the instrument and associate component parts would no longer be certified by Thermo Electron North America. The North American Industry Classification Code (NAICS) is 811219. The size standard for this code is $20 million. THIS NOTICE OF INTENT is not a request for competitive proposals. No solicitation document is available. However, interested parties may identify their interest and capability of meeting EPA requirements by submitting technical documentation to Renae Cochran, Contract Specialist, at the U.S. Environmental Protection Agency, 919 Kerr Research Drive, Ada, OK 74820 or by e-mail cochran.renae@epa.gov. The technical documentation must establish that the instrument to be provided meets all requirements. Anticipated award date will be in April of 2020. Documentation must be submitted to Renae Cochran by 3:00 PM, March 04, 2020. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
