- PURPOSE This sources sought synopsis is being conducted to identify potential sources that may possess the expertise, capability, and experience to meet the services requirements for the United States Space Force (USSF) Undergraduate Space Training (UST), Advanced Rendezvous Proximity Operations (RPO) and Electronic Warfare fundamental knowledge courses. OVERVIEW USSF Command and Air Education and Training Command have a requirement to train both officer and enlisted space operators. The Government extended the current UST curriculum and seeks to continue Space Warfighter Follow-On (SWFO), Orbital Warfare (OW) courses to improve and build a better space training pipeline. The Government needs subject matter expertise to provide train-the-trainer support for the UST course and provide instructional support for the Advanced RPO course.� Additionally, the Government needs subject matter expertise to develop an online Electronic Warfare course. The support required includes the ability to provide the following: In-house capabilities to maintain classified training curriculum Ability to work within the classified environment both on and off base to provide trainer support, including content and tools Train-the-trainer support to include DoD space training curriculum in unclassified and classified environments embedded in military training facilities Manage cybersecurity posture, and any scans, tests, or other DoD required verification Technical capabilities that include a highly specialized knowledge in Advanced RPO and Electronic Warfare Therefore, the contractor(s) must possess the expertise, capabilities, and experience to meet the qualification requirements of executing the USSF UST course, Advanced RPO course, and Electronic Warfare online course. �Training systems must be capable of operating in an unclassified and classified environment on base as well as virtually off base while maintaining proper security posture with server architecture, tools, and any other web-based applications. �� Training materials for the USSF UST, SWFO, OW Shred-out course (Vandenberg AFB) and the Advanced RPO Course (ARC) (Peterson AFB) will need to be maintained and updated.� A new online course for Electronic Warfare curriculum will need to be developed to support the Space National Guard.� Small Businesses and Disadvantaged Small businesses are encouraged to apply. Capability Survey Questions General Capability Questions: Describe your company�s capability to develop and maintain the following training courses listed below.� Provide a schedule on delivering the training capabilities for the courses listed below across a notional 2-year period of performance. Provide four week Advanced RPO Course (ARC) associated unclassified simulation tool environment three times per year. (319 CTS, Peterson AFB) This task will include sustainment of the unclassified simulator. Provide a closed loop version of the simulator that can be integrated into a classified environment upon request. Provide train-the-trainer support for curriculum development and instruction of USSF UST, SWFO, Orbital Warfare Shred-out, and additional follow-on courses. (533 TRS, Vandenberg AFB) Develop and sustain software-based and web-hosted classified and unclassified interactive tactical decision and training aids to support UST, SWFO, Orbital Warfare, and advanced training. These material must be accessible as open source to USSF on appropriately classified government system. Develop and sustain a web-based, open-standards platform to host tactical decision aids and training aids on government classified and unclassified networks for the Electronic Warfare curriculum. (Space National Guard) (online).Demonstrate your ability to provide personnel that have the domain knowledge demonstrated by at least 5 years� experience in developing training for advanced Rendezvous Proximity Operations, Electronic Warfare, Offensive Space Control, and Defensive Space Control.� Demonstrate your ability to maintain the clearance levels of each of personnel (TS/SCI and above required) starting at the day of contract award.� Describe your company�s strategy for performing train-the-trainer support.
