Description
Sources Sought Announcement for Upcoming Construction Project at Virgin Islands National Park The National Park Service has a requirement for the following project. If you are interested, please submit your detailed capabilities in WRITING to demonstrate same or similar experience. This is not a request for proposal or invitation to bid. No proposal package, solicitation, specification or drawings are available with this announcement. Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow-up information requests. If you choose to submit a package, clearly identify the park and project on your package (VIIS 251140-251144-244618) and identify your socioeconomic status (8(a), HUBZone, Service Disabled Veteran, WOSB, EDWOSB, and Small) and provide your DUNS number. Your email capability information MUST be 5 pages or less and be SPECIFIC to the scope provided. You must also provide a letter from your bonding company verifying your bonding levels. Your response is due no later than 5:00 pm Mountain Time on March 6th, 2020. The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a competitive set-aside or full and open competition (the size of a small business firm includes all parents, subsidiaries, affiliates, etc.�see 13 CFR 121.108.) Misrepresentation of size status can result in penalties. All firms should be registered and certified in www.SAM.gov. Analysis of the quality of responses to the sources sought announcement will be considered in the market research being conducted, and in the making of any small business set-aside determination for this requirement. Virgin Islands National Park VIIS 251140, 251144 & 244618 Construction of Family Housing Facilities and Offices NAICS Code: 236220 Estimated Cost Range: Greater than $10M Estimated Period of Performance: October 2020 to December 2022 Project Description Virgin Islands National Park was impacted by Hurricanes Irma and Maria. Severe damage was caused by the hurricane force winds, storm surge, tornadoes and the displacement of inanimate objects. This project will develop a 2.8 acre area on the north side of the Lind Point Road to provide approximately 6,200 SF of employee housing (2-bedroom single family home, 3-bedroom single family home, and a 4-plex structure with two 2-bedroom units and two studio units) and a 9,000 SF office complex that includes three clustered buildings (1) office space/dive program facility, 2) conference room/archeology lab, and 3) park collections). The project also includes site work including roads, driveways, parking, pedestrian walkways, site walls, grading, utilities, stormwater, revegetation, limited demo, photovoltaic (on all buildings). The concrete buildings will be constructed to survive future hurricane events. The buildings will have concrete rainwater collection cisterns built into the foundations. This is a very complex project located on the remote island of St. John, U.S. Virgin Islands. The project site is located on Lind Point, to the north of the Town of Cruz Bay. Access to the island is by boat and the closest airport on the Island of St. Thomas. The project site is very steep. Staging is constrained and additional area may need to be found off site. There is no water source. The existing duplex buildings on the south side of Lind Point Road will be under construction and/or tenant occupied during construction. ****Firms interested in the project should possess the following specialized skills and experience listed below and address these specialized skills and experience in their responses to this Notice. 1) Experience in the construction of similar complexity and size projects including construction of: a. single and multi-family residential units, b. office buildings 2) Experience working in a similar environment, including: a. Responsibility for the protection of cultural and natural resources b. Experience performing construction on remote islands, where material deliveries and worker commutes are extremely difficult. 3) In your response, please provide examples of 3 projects similar in type and scale, not older than 8 years that demonstrate knowledge and experience constructing, reconstructing, and or rehabilitating crushed stone roads Bonding Capability Interested firms MUST provide a letter from their bonding company to confirm their bonding capacity.
