- This is a Request for Information (RFI) ONLY. �The Joint Product Manager, Chemical, Biological, Radiological, Nuclear and Explosive Analytics and Response Systems (JPdM CBRNE A&RS), Aberdeen Proving Ground, MD is conducting market research to identify potential biological detection equipment/devices/instruments that will characterize and identify Biological Warfare Agents (BWAs) in near-real time providing presumptive classification of threat agents in a downrange chemical, biological, radiological, nuclear and explosive (CBRNE) environment. �The purpose of this announcement is to gather information of State-of-the-Art Technologies to fill a capability gap created by the current handheld bio detector, Hand Held Assay (HHA) kit.� Specifically, the Government is attempting to identify possible replacements for the HHA kit that will work within existing space and constraints. Potential technologies that would be responsive to this notice would have the following features: Determine the current contaminated area, and assess current and potential hazards to personnel, animals and selected critical infrastructure features resulting from identified hazard presence. Capable of analyzing and detecting targets combined in a complex environmental samples, solid, liquid, and aerosol (Powder, Sludge, Soil, Vegetation, and Wipe/Swab). Less than 5% false positive rate Capable of quantifying bio hazard present At a minimum, detect bacterial agents, viral agents (differentiate strains within each viral family), toxins, and fungi. Ability to detect multiple targets per run. Visual alarm is required Meets MIL-STD-0810H Easily operated in Personal Protective Equipment (PPE) If electronic, instrument shall be equipped with secure data transfer capability via Wi-Fi/Ethernet/USB/Serial or Bluetooth Library current and can be updated Have Windows 10 Compatibility Utilize non-proprietary software, optional � NOTE: JPdM CBRNE A&RS requests that the attached questionnaire be filled out and submitted along with any relevant test reports, manuals, brochures, information papers, and other applicable documents. �Submission may not be reviewed without a completed questionnaire.� The questionnaire is extensive, but the requested information is necessary for the Government to identify state-of-the-art systems that will work within existing constraints. NOTE: �Parties interested in participating in this RFI need to request an equipment/device/instrument survey via email from JPdM CBRNE A&RS and include any relevant test reports, manuals, brochures, information papers, and other applicable documents be submitted along with their response to this RFI Responses to this notice shall be submitted to:� Joint Product Manager CBRNE Analytics and Response Systems (JPdM CBRNE A&RS), 8228 Scully Rd, APG-EA, MD� 21010-5424, usarmy.apg.jpeo-cbd.mbx.jpdm-cbrne-ars@mail.mil All firms responding to this RFI are advised that their response is not a request to be considered for a contract award.� All firms that are able to provide technologies meeting the criteria in this RFI should submit their information to the Joint Product Manager CBRNE Analytics and Response Systems. Submissions are due no later than 31 March 2020, 1600 Eastern Standard Time.� (Mailed Reponses must be received by this date).� All information received in response to this notice that is marked proprietary will be handled accordingly.� The Government does not anticipate responding to all submissions.� However, the Government may determine, in its discretion, follow up information is necessary and may contact individual respondents for that purpose.� Responses to this RFI, including any brochures, test reports, CDs, etc., will not be returned. Respondents must properly identify and mark any technical data provided in response to this RFI that is subject to restrictive markings.� Responses at a minimum, should include: 1.� The number of this notice. 2.� The responding company�s name, address, telephone number, website address (if available). 3. Type of business (large or small), and if self-identified as a small business, the basis for that determination.� 4.� The name, telephone number, and e-mail address of a point of contact having the authority and knowledge to respond to questions from the Government regarding this notice. 5.� The completed surveys. 6.� Any other supporting materials (test reports, manuals, brochures, information papers, etc.). 7. If available, provide your company's System for Award Management (SAM) Cage Code and DUNS number to verify your business status.
