- DEPARTMENT OF DEFENSE WASHINGTON HEADQUARTERS SERVICES ACQUISITION DIRECTORATE SOURCES SOUGHT NOTICE TV and Radio Monitoring and Support Services Office of the Assistant to the Secretary of Defense (OATSD) / Public Affairs (PA) HQ0034-20-R-0136 Washington Headquarters Services (WHS) Acquisition Directorate (AD) is conducting market research to locate qualified, experienced and interested businesses from Small Businesses, 8(a) Certified Small Businesses, HUBZone Small Businesses, Service-Disabled Veteran-Owned Small Businesses, Women-Owned Small Businesses and Economically Disadvantaged Women-owned Small Businesses to provide TV and Radio Monitoring Support Services. Background The Assistant to the Secretary of Defense for Public Affairs serves as the principal staff advisor and assistant to the Secretary of Defense for public information, internal information and related matters. Critical to this office�s (OATSD-PA) mission is the ability to access information sources on a real-time basis to provide guidance to DOD senior leaders on the most up-to-date news and public opinion. �A media analysis team within OATSD-PA collects, reviews and issues this news and opinion to senior leaders through a wide array of products on an immediate, round-the-clock, 24/7 basis.� Sources Sought Notice This Sources Sought Notice is for informational purposes only. �It is not to be construed as an obligation on the part of Washington Headquarters Services /Acquisition Directorate (WHS/AD).� In order to proactively plan for future requirements, WHS/AD is conducting market research to locate qualified, experienced, and interested parties who have the capability to provide TV and Radio Monitoring and Support Services. This Sources Sought Notice is not a request for proposal (RFP) nor does it restrict the Government as to the final acquisition strategy. �No contract will be awarded from this announcement. �No reimbursement will be made for any cost associated with providing information in response to this announcement. �At this time no solicitation exists. �Therefore, please do not request a copy of the solicitation. Responses in any form are not offers. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. The acquisition has an estimated dollar value range of $25,000 - �$30,000. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is NAICS: 518210, Data Processing, Hosting, and Related Services.� Small Business size standard of $35 million. Service Requirement Critical Tasks/Elements Interested parties submitting a response to this Notice should address performance of the following Service Requirement Critical Tasks/Elements in their capabilities statement. �Interested parties are requested NOT to submit marketing materials; but rather, speak directly and specifically to the required capabilities and service requirement critical tasks/elements outlined below: Service Requirement Critical Tasks/Elements: The contractor shall provide an on-line database with 24/7 access to video and rough transcripts of TV news segments for immediate retrieval by the OATSD-PA Media Analysis team. The online platform will include drop down menus to allow searches by keywords, combined with the ability to search on either individual TV/radio stations or networks, and the ability to define the date and time of the search down to the minute. Broadcast segments should be available for searching within 10 minutes after air time. The software should include graphing and charting capabilities that would, for example, allow one to quickly see how often a search term had been broadcast on selected media outlets over the past day, week or month. Content shall be available for searching at least 30 days after broadcast. Coverage must include all major network and cable television news outlets, including but not limited to, Bloomberg TV, CNBC, CNN, C-SPAN (1, 2, and 3), Fox News, Fox Business, Headline News, MSNBC, ABC, CBS, and NBC. Radio coverage should include National Public Radio, WTOP, and CBS News Radio. �Instructions Interested parties having the capability to support a requirement for TV and Radio Monitoring Support Services, please submit capability statements to the following contact:� via email�to whs.mc-alex.ad.mbx.ks@mail.mil Subject Line: �TV and Radio Monitoring Support Services. Responses must be submitted no later than,�March 5, 2020 at 10:00 AM (Eastern). Capability statements will not be returned. �No telephone requests will be honored. Please provide the following information: A brief three to five page synopsis of similar work performed. DUNS and CAGE Code Number. Company name and address. Company Point of Contact, phone number and email. NAICS codes associated with the company. Socio-economic categories associated with the company (e.g., 8(a), SDB, VOSB, WOSB, etc.). Identify contracts your company has been awarded under NAICS: 518210, �Data Processing, Hosting, and Related Services�. �Additional information on NAICS codes can be found at www.sba.gov. Recommended/suggested NAICS codes for this effort. Identify if your company has any pre-existing contract vehicles and the contract number for similar services. Point of Contact name, phone number, and emails of individuals who can verify the demonstrated capabilities identified in the responses.
