- This is a Sources Sought Notice. (a) The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited. (b) Although ""proposal,"" ""offeror,"" contractor, and ""offeror"" may be used in this sources sought notice, any response will be treated as information only. It shall not be used as a proposal. (c) Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as ""proprietary"" or ""confidential,"" intended to restrict distribution will not be distributed outside of the Government, except as required by law. (d) This Sources Sought is issued by VISN 2 Contracting Office in Canandaigua, NY for the purpose of collecting information about Therapeutic Horticulture Services for the Canandaigua VA Medical Center. The VA is seeking to provide for this requirement within 60 days of the award of the contract. The NAICS code identified for this requirement is 624310 Vocational Rehab Services. The requirement is detailed in the Statement of Work section of this document. (e) Cursory market research has identified several small businesses that may be able to provide for this requirement. Contractors that are able to meet the requirements in the attachment are encouraged to email a capability statement and full information to Janine Childs at Janine.Childs@va.gov. Phone calls will not be accepted. - Part of the purpose of this sources sought is to determine the viability of set aside to a specific socio-economic category. Contractors shall identify the NAICS code for the services being offered as well as their size status under said NAICS. This information will be used to determine the viability of a set aside for this requirement. - Contractors shall also identify any Federal Supply Schedules that may carry the desired services. - Contractors shall identify pertinent point of contact for company, contractor DUNS number for size standard and socioeconomic verification in SAM and VIP. - Contractors shall include any relevant comments about the Attachment(s) if applicable. STATEMENT OF WORK THERAPEUTIC HORTICULTURE SERVICES CANANDAIGUA VA MEDICAL CENTER This requirement is for the Therapeutic Horticulture (TH) program for Veterans located within VISN 2. Period of performance shall be from March 1, 2020 to February 28, 2021, with the provision of up to four option years. The goal of the TH program is to engage Veterans in health care through the provision of alternate modalities of treatment. This program shall be designed to work with Veterans to improve their quality of life by teaching them to grow healthy food using sustainable agricultural practices and then provide instruction on the preparation of harvested food. This program specifically addresses quality of life by improvement of pain through purposeful movement. The Canandaigua VAMC shall contract with a community organization to provide Therapeutic Horticulture services to eligible beneficiaries of the VISN 2 Network. A bulk of the participants are expected to be within the Fingerlakes Healthcare Network; however, could incorporate upstate New York veterans as well. This model of alternative treatment will offer the services defined below and the contract facility must be located within a 5-county geographic area served by the Canandaigua VAMC, which consists of the counties: Wayne, Seneca, Livingston, Ontario and Monroe. SERVICES TO BE PROVIDED The contractor shall furnish each Veteran referred for care under this contract with the following basic services: Didactic program instruction the Veteran how to grow food using sustainable agricultural practices. Experiential program that shall allow the Veteran to participate in gardening skills that may include things such as soil testing, transplanting plants, identifying weeds and pests, harvesting and washing produce and other gardening skills. Life Skills program that shall instruct the Veteran in healthy use of fresh produce. Contractor must have insurance coverage in effect at all times. The services in this contract are for a majority of Veterans who reside in the Fingerlakes Healthcare Network; however, veterans from upstate New York also have the ability to participate. Therefore, contractor must be located within with the five-county geographic area. Eligible Veterans shall participate in the program once a week for up to 10 consecutive weeks, depending on session attending. Program Description: The structure of each program offered shall remain consistent across all Therapeutic Horticultural Sessions. The design for each group shall be to involve small groups of veterans in Therapeutic Horticultural (TH) activities that will enhance quality of life identifiers for participating individuals. Therapeutic Horticulture Activities: A Didactic Class - topics that enhance foundational learning and skills in horticulture. Experiential Content - hands-on activities that allow for skill development and social interaction. Culinary Arts Instruction - includes food preparation, health and nutrition Materials, Tools and Equipment provided: Contractor shall provide knowledgeable and experienced staff familiar with and having expertise in working with military veterans. The farm and kitchen shall have the necessary materials to teach basic horticulture and culinary skills including but not limited to the following: Growing/Greenhouse with heaters and lamps Seed Trays Organic Seed and Soil Farm Tools & Implements Fully Equipped Kitchen Materials for specific project: i.e. Bee Hives, Garlic processing materials etc. Areas to Interact Socially Therapeutic Sessions: Veteran Farming and Wellness Program: Session 1, 05/12/2020 06/23/2020, shall be available for a group of 3 to 6 veterans for 6 weeks. Session 2, 06/30/2020 -08/11/2020, shall be available for a group of 3 to 6 veterans for 6 weeks. Session 3, 08/18/2020 -10/06/2020, shall be available for a group of 3 to 6 veterans for 6 weeks. Advanced Agricultural Vocational Training: Session 1, 05/11/2020 06/22/2020, shall be available for a group of 3 to 6 veterans for 6 weeks. Session 2, 06/29/2020 -08/10/2020, shall be available for a group of 3 to 6 veterans for 6 weeks. Session 3, 08/17/2020 10/05/2020, shall be available for a group of 3 to 6 veterans for 6 weeks. On-Site Special Interest Workshops: There shall be a minimum of three (3) sessions and a maximum of twenty (20) sessions. There shall be a minimum of three (3) and a maximum of six (6) veterans. Topics shall include but are not limited to: Greenhouse Growing (not to exceed 2 sessions) Farm and Garden Design (not to exceed 3 sessions) Peer Mentor Training (not to exceed 3 sessions) Beekeeping (not to exceed 1 session) Raised Beds/Container Gardens (not to exceed 1 session) Food Preservation (not to exceed 1 session) Farm Participant Presentation Day (not to exceed 1 session) Extending the Growing Season/Putting Fields to Rest (not to exceed 4 sessions) Winter Wellness (not to exceed 4 sessions) Off-Site Special Interest Workshops: There shall be a minimum of two (2) and a maximum of sixteen (16) session. There shall be a minimum of three (3) and a maximum of six (6) veterans. Topics shall include but are not limited to: Horticulture in Your Community: There shall be 4-8 workshops partnering with horticulture spaces in neighborhoods around Rochester. These workshops shall include hands-on projects that help with planting, maintaining, and/or harvesting these spaces and learning how the organizations that run these spaces impact the local community. Participants shall learn about additional opportunities to stay involved with these efforts. Tools and relevant supplies shall be provided by the vendor. Horticulture Tours: There shall be 4-8 workshops partnering with farms and horticulture spaces in VISN-2 for tours that demonstrate specialty growing techniques and farm business models. Intro to Horticulture: There shall be 4-8 workshops partnering with veterans community organizations in VISN-2 to offer hands-on activities that focus on the foundations of growing. Topics may include starting a culinary herb garden, container planting, composting & soil health, vegetable exploration/mindful eating/nutrition, and more.
