- USDA APHIS seeks sources capable of providing services in support of the operational stand up of the National Bio and Agro-defense Facility (NBAF), currently under construction in Manhattan Kansas. USDA contemplates the award of a single or multiple 5 year IDIQ contract(s) with the ability to award Time and Material (Labor Hour) and Firm-Fixed-price (FFP) Task Orders (TOs).� Contractors would provide personnel, supervision, expertise and oversight necessary to accomplish operational planning support as indicated in the contract and each subsequent task order. It is the government�s intent to provide for the maximum competition practicable. This is not a request for proposals. The government seeks information from vendors capable of fulfilling some or all of the requirements further identified by scope elements below. (See Attached Document) The North American Industry Classification System (NAICS) code is 541690 with a small business size standard of $16,500,000.�� This is not a request for proposals, but instead market research to determine interested sources prior to issuing the solicitation. The purpose of this Sources Sought Notice is to obtain an indication of interest and to obtain capability information of those interested sources. A determination by the Government on the method of competing this requirement has not been established. The Government will not award a contract based on this Sources Sought Notice, the information received, nor reimburse participants for the information they provide. If you are an interested concern, please provide the following information: 1.) Business name and Point of Contact; 2.) DUNS number; 3.) Indication of business size (large or small), and small business status if applicable (ie. HUBZone or SDVOSB);� 4) A brief Statement of Capability that demonstrates the ability to meet each of the scopes listed below (Scope Elements 1-4).� (See attached document) The statement cannot exceed 10 pages in total.� 5) Examples of relevant recent experience in performing the scopes outlined below. (See attached document)� Include dates, dollar amounts, a description of the services performed, and a Government or other point of contact (if applicable).� No more than 10 pages total of relevant recent experience examples will be accepted.� Electronic responses are required and telephonic requests for information will not be honored. No requests for capability briefings will be honored as a result of this notice. Information provided will not be used as a part of any subsequent solicitation requirement. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. A determination by the Government not to compete this proposed contract action based on this notice is solely within the discretion of the Government. Responses are due no later than 1:00 p.m., Central Time, on 29 February 2020 to the attention of Bob Zeglin, Contract Specialist, via e-mail to Robert.J.Zeglin@usda.gov
