- SOURCES SOUGHT NOTICE SCIENTIFIC/MEDICAL PHOTOGRAPHER TO PROVIDE PATIENT PHOTOGRAPHY SERVICES National Institutes of Health (NIH), Clinical Center (CC), Office of Purchasing and Contracts (OPC) INTRODUCTION The National Institutes of Health (NIH), Clinical Center (CC), Office of Purchasing and Contracts (OPC) is issuing this Sources Sought Notice as a means of conducting Market Research to identify parties having an interest in and the resources to support the requirement for a Scientific/Medical Photographer to provide Patient Photography Services for the NIH Clinical Center (CC). PLACE OF PERFORMANCE All work shall be performed at the NIH CC located at 10 Center Drive, Bethesda, MD 20814. The Government reserves the right to change the location of the work site if necessary. No Photography Services shall be performed at any other location without the approval of the Contracting Officer (CO) in collaboration with the Program Department. PERIOD OF PERFORMANCE The estimated Period of Performance (PoP) consists of one (1) twelve (12) month Base Period, which will consist of a one (1) month phase-in period and eleven (11) months at full performance; and four (4) twelve (12) month Option Periods. FAR 52.217-8, Option to Extend Services, will be included and shall not exceed one hundred and eighty (180) Calendar Days. CONTRACT TYPE In accordance with FAR PART 16.504, a Firm-Fixed-Price (FFP) Indefinite Delivery-Indefinite Quantity contract type will be utilized for this acquisition because the risk associated with this contract type for the Government is deemed minimal and can be predicted with an acceptable degree of certainty. DISCLAIMER This Sources Sought Notice is for informational purposes only. This Notice does not constitute a Solicitation and shall not be construed as a commitment by the Federal Government. Responses of any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by Respondents to this notice is strictly voluntary. Responses will not be returned to the Responder. Not responding to this notice does not preclude participation in any future Request for Quote (RFQ), Invitation for Bid (IFB), Request for Proposal (RFP), if any issued. If a Solicitation is released, it will be released via the Government-Wide Point of Entry (GPE). It is the responsibility of potential Offerors to monitor the GPE for additional information pertaining to this requirement. BACKGROUND This position is located in the Patient Support Services Department (PSSD) at the Clinical Center (CC), National Institutes of Health (NIH).� The CC is the clinical research facility of the NIH.� As a national resource, it provides the protocol-specific patient care, services, training and environment needed to initiate and support the clinical research sponsored by the individual NIH Institutes. The CC employs approximately 2,000 employees, across 30 different departments.� The Clinical Center Complex consists of 3.5 million square feet in three congruent buildings on the NIH campus and off campus lease space.� It is a complex environment which consists of biomedical research laboratories, a 200-bed clinical research hospital, 90 day hospital stations, outpatient clinics, diagnostic and treatment areas, animal care and public waiting areas. The purpose is to procure the services of a Scientific/Medical Photographer to provide Patient Photography Services for the NIH Clinical Center. PSSD currently has one (1) position to be filled by contract staff on an ongoing basis.� These services will be performed in a variety of locations throughout the Clinical Center. Highlights of services required consist of the following: Scientific/Medial Photographer:� Participates as a member of the planning team and works intimately with scientists, surgeons, anesthesiologists, operating room personnel, and others to determine the extent of coverage to achieve high quality still photography.� Confers as necessary with the scientist or surgeon requesting coverage to obtain an understanding of the nature and objective of their research, patient treatment and the conditions under which assignments are to be accomplished.� Performs specialized photography on patient posture, skin, eye, and mouth conditions using a wide variety of light sources to display the pathological conditions of the disease.� Photographs deep body cavities requiring specialized reflected image techniques, plus carefully selected light sources.� Photographs gross specimens immediately after removal from surgical procedures. Provides patient photographic services using a variety of specialized cameras, lenses and filters, and light sources to produce acceptable end products.� Plans and organizes photographic coverage for scientific, technical or medical projects from beginning to end.� As needed, assists with public affairs photography, group and portraits of patient and family members.� Selects and uses appropriate studio or cameras to meet the custom requirements of specific projects as well as to perform the more routine camera work.� Considers the photographic subject matter, artistic and location conditions and requirements of a project in determining equipment, selection and placement.� Through adaptation of equipment and constant experimentation with photographic lighting techniques, continually seeks process improvements and better methods to show subtle details.� Provides technical advice and instructions to researchers in the use of computer programs such as Adobe Photoshop, and advises researcher on the best and most appropriate file formats for various end uses. REQUIRED CAPABILITIES The Contractor shall provide all personnel, equipment, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary in support of the areas specified in the Program Background (above). Further detail is provided in the draft Statement of Work (SOW) attached to this announcement. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The Government will evaluate market information to ascertain potential market capacity to: Provide services consistent, in scope and scale, with those described in this notice and otherwise anticipated; Secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; Implement a successful project management plan that will include: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and Provide services under a performance based service acquisition contract. ELIGIBLITY In accordance with FAR 19.502-2, a Total Small Business Set-Aside is being considered for this requirement. The North American Industry Classification System (NAICS) Code contemplated for this project is 541921, which includes corresponding index entries such as Photography Services, Video Photography Services, Portrait Photography Services, etc. The NAICS code size standard for 541921 is $8.0 million in annual receipts to be considered a Small Business. However, Respondents may identify other potential NAICS Codes and the reasoning to support the recommendation. This Sources Sought Notice is not intended to discourage competition from any business interested in this requirement. Since the current capabilities must be confirmed, all eligible businesses are encouraged to respond. The Government is not obligated and will not pay for any information received from potential sources as a result of this Sources Sought Notice. The Product Service Code (PSC) is T010, General Photographic Services (Still). Potential Offerors must be registered in the System for Award Management (SAM) in order to conduct business with the Federal Government. The registration process is free, but does take time and effort on behalf of a firm to complete. Interested parties are encouraged to start the registration process early so the firm can be considered for award. ADDITIONAL INFORMATION AND SUBMISSION DETAILS Interested parties shall submit a Capability Statement of no more than five (5) pages in length, Times New Roman Font of no less than twelve (12) Pitch or Arial Font of no less than ten (10) Pitch. Files must be kept to a maximum size of 5MB. The deadline for response to this Sources Sought Notice is No-Later-Than (NLT) 4:00 p.m. (EST) on Friday February 28, 2020.
