36C25520Q0212 This Sources Sought Notice is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Your response to this Sources Sought Notice will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the Department of Veterans Affairs in developing its acquisition approach, statement of work/statement of objectives and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this Sources Sought Notice or to otherwise pay for the information submitted in response to this Sources Sought Notice. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business, 8(a), HUBZone, Women Owned Small Business, Small disadvantaged business, or Small Business HUBZone business and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. The VA Heartland Network 15, Contracting Office located at 3450 South 4th Street, Leavenworth, KS, 66048-5055 is seeking a potential qualified contractor to provide complete Alarm Monitoring and Maintenance of the Lynx System at the John Cochran (JC) Division, Jefferson Barracks (JB) Division and Off Campus Properties of the VA Medical Center (VAMC), St. Louis, Missouri. Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. Currently a total set-aside for Service Disabled Veteran Owned Small Business firms is anticipated based on the Veterans Administration requirement with Public Law 109-461, Section 8127 Veterans Benefit Act and VAAR 808.002 (Class Deviation), Priorities for use of Department of Veterans Affairs (VA). However, if response by Service Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open solicitation may be published. Classification System (NAICS) code for this acquisition is 561621 (Security Systems Services (except Locksmiths)), with a size standard of $22.0 million. The contractor will provide alarm monitoring for the below listed location: VA Hope Recovery Center, 2600 Washington, St Louis Missouri 63106 Continental Building (Dermatology Clinic) 3615 Olive St, St Louis Missouri, 63108 Continental Building (Women s Clinic) 3615 Olive St, St Louis Missouri, 63108 Blue Building (2nd floor, Quality Management), 3641 Olive St., St Louis Missouri, 63108 Blue Building (1st floor, Human Resources), 3641 Olive St., St Louis Missouri, 63108 Big Brother, Big Sisters (3rd floor Research), 501 N Grand Blvd., St Louis Missouri, 63197 The contractor will provide 24 hours a day, 7 days a week, 365 days a year monitoring of LYNX duress alarms located off the St Louis VAMC Property, which is located at 915 N. The contractor will provide 24 hours a day, 7 days a week, 365 days a year monitoring of the alarm located off the St Louis VAMC Property, which is located at 915 N. Grand Blvd., St Louis Missouri 63106. The alarm system must have some type of backup communication system in place (i.e.) cellular phone. The contractor will provide alarm monitoring for the below listed location: VA Hope Recovery Center, 2600 Washington, St Louis Missouri 63106 Continental Building (Dermatology Clinic) 3615 Olive St, St Louis Missouri, 63108 Continental Building (Women s Clinic) 3615 Olive St, St Louis Missouri, 63108 Blue Building (2nd floor, Quality Management), 3641 Olive St., St Louis Missouri, 63108 Blue Building (1st floor, Human Resources), 3641 Olive St., St Louis Missouri, 63108 Big Brother, Big Sisters (3rd floor Research), 501 N Grand Blvd., St Louis Missouri 63197 Subtask 1.2: Project Management. The contractor will be responsible for notifying the local police department for the area of responsibility for the affected clinic. This will include notifications during regular hours of operations if a duress alarm is received from and of the aforementioned location. This will also require a notification to the local police department if a burglar alarm is received after hours. Once the local police department has been notified; VA Police at the St Louis VAMC will be notified at 314-289-6326 and briefed on where the alarm was received from and which police department has been notified. Subtask 1.3: Project Management. The alarm system installed in each of the facilities has an integrated Access Control Function. The contractor will be responsible for programming access cards for employees using the facilities. VA Police will be responsible for notifying the contract of which employees will need access and to which facility. Subtask 1.4: Project Management. The contractor will be responsible for all maintenance on all alarm systems installed in the facilities. The contractor will be responsible for taking corrective action within 24 hours of notification of any deficiencies identified during monthly alarm tests on any of the alarm systems in the facilities. These deficiencies would be considered routine. Any deficiency or failure on the system that is deemed critical by the VA Police will required a response time of 2 hours or less. Subtask 1.5: Project Management. The contractor will be responsible for adding any new facilities to their monitoring once that facility has completed its one-year free monitoring after initial installation of the alarm system. Installation of alarm systems is the responsibility of the property owner and not the St Louis VAMC. Subtask 1.6: Project Management. Contractor must be a current authorized Digital Monitoring Products (DMP) dealer in good standing and must remain so during the course of the contract. Subtask 1.7: Project Management. Alarms must be monitored on a DMP receiver to allow automatic clock updating and fast communication exchanges. Subtask 1.8: Project Management. Contractor must provide a complete system test at each site to ensure all devices are working and reporting as expected. Initial test will be conducted at issue of the contract. Additional test will be conducted on a semi-annual basis. Subtask 1.9: Project Management. Contractor must provide St Louis VAMC Police a complete as-built documentation for each of the systems. Subtask 1.10: Project Management. Contractor must provide alarm monitoring service 24 hours a day, 7 days a week, 365 days a year for each system at no additional cost to the VAMC. Subtask 1.11: Project Management. Contractor will provide all program changes, user changes, ID Access Cards at no cost to the VAMC. Subtask 1.12: Project Management. Contractor will be responsible for all initial costs incurred in connecting with the monitored facilities at no additional cost to the VAMC. Subtask 1.13: Project Management. Contractor will be responsible for incurring the costs of all alarm permits (including but not limited to those imposed by the city of St Louis). Contractor will be responsible for all bills associated with false alarm reports that are a direct result of a system failure and not human error. Subtask 1.14: Project Management. If any changes to the programming are made, then the Contractor will be required to demonstrate that all of the alarm points are being received and correctly dispatched with 30 days of the award of the contract. TASK 2 LYNX Duress Alarm Monitoring Subtask 2.1: Project Management. The contractor will provide 24 hours a day, 7 days a week, 365 days a year monitoring of the LYNX duress alarm system located off the St Louis VAMC Property, which is located at 915 N. Grand Blvd., St Louis Missouri 63106. The contractor will provide alarm monitoring for the below listed location: St Clair County Clinic, 1190 Fortune Blvd, Shiloh IL 62269 Hope Recovery Center 515 North Jefferson Avenue, St louis MO, 63103 Primary Care Team I 4974 Manchester Avenue, St louis MO St Charles CBOC 844 Waterbury Falls Drive, O Fallon MO 63368 St Louis CBOC - 6854 Parker Road - FLORISSANT, MO 63033 Franklin County CBOC 1627 A Roy Drive, Washington MO 63090 Primary Care Team II, Washington Ave Annex, 2727 Washington Avenue, St Louis MO 63103 Continental Life Building 3615 Olive St., St Louis MO 63108 Blue Building 3641 Olive St., St Louis MO 63108 Subtask 2.2: Project Management.
