Description
The Department of the Navy (DON), Office of the Assistant Secretary (Energy, Installations, and Environment) issued a memorandum dated March 6, 2018, which issued policy specifying control, removal, and disposal requirements for Aqueous Film Forming Foam (AFFF) which is used by the Department of Defense (DoD), and non-DoD entities as well, as a fire suppression agent.� Chief among the issued policy was the requirement for the removal and disposal of AFFF containing perflouroalkyl substances (PFAS) (discussed in further detail below) which are the subject of great environmental and public health concern.� Additionally, the memorandum issued strict guidelines for the replacement of any removed AFFF products. Accordingly, the objective of this project is to provide environmental support to facilitate transition of Navy fire suppression systems at specified bases and installations from the present use of legacy eight carbon based Aqueous Film Forming Foam (AFFF) (referred to as C8 AFFF) to a more recently-manufactured AFFF product which is a six carbon based variant (referred to as C6 AFFF).� In compliance with the DON memorandum all AFFF replenished by the Contractor shall be compliant with MIL-PRF-24385F with Amendment 2 (7 Sept 2017), manufactured December 2016 or later (refer to PWS Section 7.7.4 for full technical specifications), and is referred herein as �Acceptable� AFFF to distinguish it from noncompliant C6 AFFF products of earlier manufacture.� Conversely, any AFFF that does not meet the PWS Section 7.7.4 specifications (regardless whether C8 or C6 based) is referred herein as �Unacceptable� AFFF.�
