Description
This notice serves as notification to all small businesses of the upcoming solicitation of a�MACC IDIQ�at Dyess AFB.� The purpose of the MACC is to provide a broad range of design-build and construction projects affecting real property, including infrastructure, to support the 7th Civil Engineer Squadron (CES) mission at Dyess AFB, Texas.� The Government intends to advertise and award contracts for a base ordering period of five (5) years and two (2) one-year option periods for a total contract period of seven-years. The solicitation will be issued as a 100% Small Business set-aside.� The Government intends to award a target of five (5) Firm-Fixed Price contracts under this MACC. �The Government reserves the right to evaluate and/or award more than or fewer than the target number of contracts based upon the Source Selection Authority�s determination. �The evaluation and determination for award will be based on the Government's best interest. �The North American Industry Classification System (NAICS) code for this procurement is 236220, Commercial and Institutional Building Construction, with a size standard standard of $39.5M. �The MACC will have a not to exceed ceiling identified at $150M. �A solicitation will be issued on or about 28 February 2020.� The closing date and time of offeror submissions will be contained within the solicitation package.� No response to this notice is requested and no source list will be maintained. All relevant solicitation documents including specifications and drawings will be made available for download exclusively from the internet source by accessing https://beta.SAM.gov. ��Paper copies WILL NOT be available.� Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents (i.e., issued amendments, changes to the Statement of Work, etc.); and verify the number of amendments issued prior to the due date for proposals.� All responsible small businesses may submit a proposal, which shall be considered by the agency. �All potential sources must obtain a DUNS number and register on the System for Award Management (SAM) website at http://www.sam.gov in order to conduct business with the Department of Defense (DoD).� Failure to obtain a DUNS number and register in SAM may result in the delay of award of a contract or possible award to the next otherwise successful offeror who already meets the criteria at the time of award.� This is a synopsis and does not obligate the government to award; the government reserves the right to withdraw the synopsis and any forthcoming solicitation without due compensation to potential offerors.� This announcement does not constitute a Request for Proposal. Notice to Offerors: �AFFARS Mandatory Procedure 5332.7 �Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs�. Initial Task Order Project:� The proposed initial task order to be awarded under the MACC is the �Repair 28 Bomb Squadron/Simulator, Building 6030� on Dyess AFB, TX. �However, the Government reserves the right to change or substitute this project for other projects as necessary due to availability or funding constraints.� Work consists of the contractor providing all labor, equipment, transportation, materials, quality control and supervision necessary to conduct all demolition, repairs, upgrades, or maintenance requirements in accordance with the associated project specifications and drawings.� The Request for Proposal documents will be available as part of the initial MACC advertisement on or about 28 February 2020. �The performance period for this project is three hundred and sixty five (365) calendar days after receiving the Notice to Proceed (NTP).
