Description
ALCOVA DAM SPILLWAY CONCRETE REPAIRS The Bureau of Reclamation's Missouri Basin Regional Office intends to solicit a Request for Proposal for the repair of concrete at the Alcova Dam, which is located approximately 30 miles southwest of Casper, Wyoming in Natrona County. The dam is located adjacent to Kortes Road approximately 3,500 feet southeast of the intersection of Kortes Road and Wyoming State Highway 220. The principal components of work include the following: 1. Construction and removal of a temporary cofferdam and saw cutting and removing damaged concrete on the downstream spillway and stilling basin retaining walls, retaining wall caps, and floor slabs in designated areas and replacing with new concrete; and, 2. Removing downstream spillway and stilling basin handrails and chain-link fence and replacing with new chain-link fence. The spillway and stilling basin access work must be started after October 1, 2020, and must be completed by March 31, 2021, to avoid peak spillway discharge season. In accordance with Part 15 of the Federal Acquisition Regulation, the Bureau of Reclamation intends to issue Solicitation No.140R6020R0007 on or around April 17, 2020. The close for acceptance of proposals will be approximately 30 days from the date the solicitation is actually issued. Proposals are anticipated to be received at the Bureau of Reclamation's Missouri Basin Regional Office, 2021 4th Avenue North, Billings, Montana 59101. The estimated price range for this acquisition is between $1,000,000 and $5,000,000. Reclamation anticipates the set-aside for this acquisition to be Total Small Business. The applicable North American Industry Classification System (NAICS) code is 237990, Other Heavy and Civil Engineering Construction, which has an associated Small Business Size standard of $39.5 million. The period of performance is anticipated to be around 259 calendar days. The contractor who receives the award is required to commence work within 10 days of receiving the Notice to Proceed. The period of performance is inclusive of receipt and acceptance of all submittals by the Bureau of Reclamation, as well as final cleanup. IPP: Payment requests for the anticipated contract are required to be submitted electronically through the U.S. Department of Treasury's Invoice Processing Platform (IPP) system. The IPP website is https://www.ipp.gov. The contractor must use the IPP website to register access and submit requests for payment. Contractor assistance with enrollment can be obtained by contacting the IPP production helpdesk via e-mail at ippgroup@bos.frb.org or by telephone at (866) 973-3131. If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with their proposal.
