- Page 2 of 2 Notice of Intent to Sole-Source an Acquisition Pursuant to 41 U.S.C. � 3304(a)(1) and VAAR 819.7007, with reference to FAR 13.106-1(b)(1)(i), the Government anticipates entering into sole-source procurement negotiations with RAS Enterprises, LLC, an SDVOSB, for removal of solid waste and recycling from the Captain James A. Lovell Federal Health Care Center, 3001 Green Bay Road, North Chicago, Illinois 60064-3048. RAS Enterprises is currently under contract with the VA for this service under Contract Number 36C25219D0082; this new contract will complement that contract. The above-cited authority and associated justification is made based on the determination that it is in the best interest of the Government to award this contract on a sole source basis to this SDVOSB because of its familiarity with the requirements of Lovell FHCC based on the current contract identified above and its approval for entry onto the military installation where Lovell FHCC is located, an independent vetting process conducted via the United States Navy. Any other business or person may identify their interest and capability in fulfilling this requirement by responding to this Notice by e-mail to Robert.Knight1@va.gov no later than 5:00 p.m. local time, Wednesday, February 12, 2020. This Notice of Intent is not a request for competitive quotes/proposals; however, all communications received by the deadline will be considered by the Government. Information received as a result of this Notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to open this requirement to competition is solely within the discretion of the Government. No solicitation document is available at this time.
