- Amendment 0001-This Amendment is to publish questions 1-29 from interested vendors. Nothing else changes and the close date remains the same. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is SP4510-20-Q-1002 and being issued as a request for quotation (RFQ). 2. This solicitation and incorporated provisions and clauses are in effort through Federal Acquisition Circular 2020-02. See attached Performance Work Statement Dated 1/24/2020 and applicable provisions and clauses. 3. This is a competitive 100% Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. The NAICS code is 561612. 4. Background: The primary mission of the Defense Logistics Agency (DLA) Disposition Services is to dispose of Department of Defense (DoD) excess and surplus property generated by the military services. This is accomplished through reutilization to other DoD activities, transfer to other Federal agencies, donation to authorized state and local organizations, sale to the public, or ultimate disposal through abandonment or destruction. DLA Disposition Services Headquarters is located in Battle Creek, MI, with a variety of field sites worldwide. DLA Disposition Services is responsible for managing the DoD Surplus Property Program. 5. In order to accomplish this mission, DLA Disposition Services Tucson (DS Tucson) must maintain capability to accept up to 400 inbound trucks, 100 outbound trucks, and 200 local customer turn-ins/removals per calendar month. 6. DS Tucson requires Vehicle Transport Security Guard Services for all traffic through the Davis-Monthan Air Force Base (DMAFB) to and from their location due to security requirements established by the US Air Force (USAF). This includes all traffic, such as commercial delivery/pick-up trucks and DS Tucson customers not having access to the restricted areas/facilities within DMAFB. One round trip from the DS Tucson location to DMAFB Swan Gate is 12.2 miles with an average timeframe of 45-60 minutes each direction, depending on the vetting process. DS Tucson site trainers will provide training on restricted areas and traffic flow familiarization prior to the contractor employees assuming duties. 7. This requirement is a Firm Fixed Priced contract. Pricing must be Fixed Price for the entirety of services quoted. 8. Offers are due at 12:00 PM Eastern Time (United States), on 21 February 2020. Email quotes to Jacob.Curtiss@dla.mil. Questions are due 14 February January 2020 by 12:00PM Eastern time and must be submitted in writing via email to Jacob.Curtiss@dla.mil. Questions will not be answered via telephone. Questions that occur after the cut off, but are considered to be significant to the requirement, will be accepted and discussed only with those vendors that have submitted a quote. 9. Quotes will be evaluated based on Lowest Priced Technically Acceptable (LPTA) in accordance with the Performance Work Statement (PWS). 10. The following provisions and clauses are applicable to this solicitation: a. The provisions at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. See attached applicable clauses for quote instructions. Offers should include a complete copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. See applicable clauses. c. The clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. See attached clauses. d. The clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. The additional FAR clauses cited in the clause are applicable to the acquisition. 11. Award may be made without discussions and all information should be apparent in the quote.
