Description
This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Illumina, Inc. San Diego, CA 92122 to procure a NextSeq 500 Silver Support Plan and a Illumina Product Care NextSeq 500 to provide maintenance and system upgrades for the Illumina Nextseq. The Research Technologies Branch (RTB) offers investigators specialized support for advanced biotechnology research. RTB provides access to state-of-the-art research technology, scientific expertise, and technical support to enhance the research efforts of all NIAID intramural investigators. Scientists in RTB also provide training and consulting on all aspects of the technology, including experimental design, laboratory protocols, and analysis of results. The National Institutes of Health, Division of Intramural Research (DIR) requires a service plan for the Illumina NextSeq, for high quality array scanning and sequencing technology. The NextSeq requires a maintenance agreement to provide maintenance and system upgrades. Due to the heavy usage, the systems must be calibrated and serviced periodically. In addition, they must be repaired quickly when failures occur. It is essential that the systems be restored to full operation as soon as possible. Place of performance is Bethesda, MD.� Period of performance is 02/27/2020 to 11/29/2020. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2005193 to Rita Davis at rita.davis@nih.gov by 1:00 pm eastern standard time, February 27, 2020. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
