Description
The U.S. Army Corp of Engineers, Mobile District, has a requirement to construct a Hydraulics Repair Facility at the Tolemaida Army Base in Colombia, South America. The Hydraulics Repair Facility supports the 32nd Aviation Brigade of the Colombian Army Aviation Division. The Hydraulics Repair Facility is required to be compatible with highly specialized proprietary machines used to test and repair hydraulic components of UH 1 and UH 60 helicopters. Due to the intricacies of the relationship between the existing equipment and the facility that will be built around the equipment, the Government wishes to award the construction contract to the Joint Venture who provided the equipment and designed the specialized facility. It is anticipated that a Firm-Fixed Price (FFP), stand-alone contract will be awarded. The NAICS code for the entire procurement is 236220, and the size standard is $39.5M. The proposed contract action has a component of supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement; however, this notice of intent is not a request for competitive proposals. All capability statements received within fifteen days after date of publication of this synopsis will be reviewed by the Government and considered. The notice publication date is 18 February 2020, and the deadline date is 4 March 2020. A determination by the Government not to compete this proposed component of the contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
