- PURPOSE: This is a Request for Information (RFI) for the purpose of soliciting industry feedback. Responses to this announcement will be used for informational purposes only in accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) policy 3.2.1.2.1, Market Analysis. The information will not be released, except as required under the Freedom of Information Act (FOIA). �Proprietary information will be protected if appropriately marked. This is not a Screening Information Request or Request for Proposal. BACKGROUND: Each year, FAA Technical Operations (TO) hires 350-550 new Airway Transportation System Specialists (ATSS).� Upon initial entry, all new hires complete a common new hire Technical Operations string of courses that provides background information on the FAA and refreshes the students on mathematics (algebra/trigonometry concepts), basic electronics, and troubleshooting basics. Once the students complete the new hire curriculum, they then attend their discipline-specific concepts courses before moving on to the associated equipment maintenance courses. The discipline-specific concept courses are currently delivered by FAA Instructors in a resident instructor led training (ILT) format. The current mode of training lacks portability and does not deliver content in the most cost-effective format given the high number of Instructor resources required and the student travel necessary to attend courses. Continuation of training using the current standard is expected to result in increased costs and inefficiencies. As a result, the FAA has identified a need to acquire training for FAA employees through existing courses that are offered by an outside source.� The target audience for the discipline-specific concept courses is personnel from the following Technical Operations job positions: Airways Transportation System Specialist (ATSS) Technicians and Engineers. ATSS Technicians: ATSS technicians install and maintain electronic equipment for aviation facilities and services to ensure a reliable, safe and smooth flow of air traffic. They work on service equipment throughout our airports, air traffic control towers, automated flight service stations, and air route traffic control centers. The ATSS technicians provide the services that support the technical backbone of our national airspace system, managing hardware and software that support safe and efficient flight operations. � The ATSS position requires successful completion of two years of study above high school that includes at least 12 semester hours in engineering, physical science, technology, or mathematics. At least half of those hours must be in electronics courses. Alternatively, an entry level technician may have one year of work experience with at least six months specialized work experience as a technician, instructor, inspector or mechanic in a civilian or military setting. � FAA Engineer: The FAA employs engineers in a wide range of specialty areas to design, invent and innovate technology, structures and processes, and to find practical solutions to current and future aviation needs. The engineers work with electronic circuits, focusing on electromagnetic or acoustical wave energy for purposes such as communication, measurement and navigation. � The FAA engineer position requires successful completion of a full four-year professional engineering curriculum leading to a bachelor's degree, or higher, in engineering at an accredited college or university. A combination of appropriate college-level education, training and/or technical experience may also be considered. The above requirements indicate that the background of the personnel who will be taking the concept courses could vary in terms of experience, skills, and knowledge. The audience includes students who are new to these fields and experienced technicians, and engineers. These students may or may not have relevant previous experience, so course material would need to be directed towards the novice learner and a pre-test option could be implemented, allowing experienced learners a chance to test out of the course. SCOPE: The primary objective of this request is to identify an existing course that provides training on the radio frequency electronics concepts and radiation patterns as they apply to navigation systems in the national airspace for ATSS Technicians and FAA Engineers. Since this is a concept course, the objective is to transfer job-essential knowledge to the students as opposed to training for performing a particular skill. The concept course curriculum should reflect the theoretical knowledge ATSS Technicians and FAA Engineers are expected to bring into the follow-on coursework, as well as their job duties in general (including installing, maintaining, managing, and modifying the navigation systems). The objective is for the student to understand concepts as they apply to the navigation systems. Once the student completes the concept course, they move on to equipment specific training, field OJT, and performance examinations to attain certification credentials provided by the FAA. The FAA currently offers the discipline-specific concepts course as Resident Instructor-Led Training (ILT). The FAA is seeking existing Commercial of the Shelf (COTS) training courses that cover the majority of the course outline provided in Attachment A, but the course is not required to mirror the existing content. SUBMISSION REQUIREMENTS: The FAA requests responses to the questions provided in Attachment 1 (RFI Questions) for the concept course curriculum outlined in Attachment A (Navigation (NAV) Concepts Course Outline). Responses must be submitted by e-mail no later than 12:00 P.M. Eastern Time on March 17, 2020.� Responses to this RFI must be in writing, must include respondent point of contact information including name, telephone number, e-mail address, and mailing address, and must not exceed 10 pages. Information from vendor submissions may be used in future acquisition activities on a non-vendor specific basis. � Submit responses to: Wanda J. Mundy Contracting Officer Email: wanda.mundy@faa.gov This announcement is for information and planning purposes only, and the FAA is not seeking or accepting unsolicited proposals.� The purpose of this RFI is to obtain pertinent information to assist in the pre-acquisition stage. This RFI must not be construed as an obligation on the part of the FAA to acquire these items.� Since this is not a Screening Information Request or Request for Proposal, no results will be issued to the responding firms. No solicitation for these items exists at this time. If a solicitation is issued, it will be announced on the�beta.SAM.gov website. It is the vendor�s responsibility to monitor the website for release of the solicitation. The FAA will not be liable for any costs associated with the preparation of responses to this RFI, nor reimburse or otherwise pay any costs incurred by any party responding to this announcement.� Any costs associated with the RFI submissions will be solely at the interested party�s expense. � The FAA may request that one, some, all, or none of the respondents to the Request for Information provide additional information. No evaluation of vendors will occur based on this additional information, and vendor participation in any informational session is not a promise for future business with the FAA.
