- Description
- The Strategic Systems Programs (SSP) intends to solicit and negotiate a contract on a sole-source basis to Lockheed Martin Rotary and Mission Systems (LMRMS) (CAGE 56232), located in Uniondale, NY, a division of Lockheed Martin Corporation (LMCO), for the Strategic Weapon System (SWS) TRIDENT Inertial Navigation subsystem (INS) production and delivery.� This contract will provide SSP with the required United States (U.S.) and United Kingdom (U.K.) Strategic Weapon System (SWS) Navigation Subsystem hardware, associated deliverables, and supporting spares for the SWS Inertial Navigation System (INS) production efforts supporting the OHIO and VANGUARD class Ballistic Missile Submarines, Nuclear (SSBNs) and the successor COLUMBIA, and DREADNOUGHT class platforms, including support for the functional and performance factory acceptance testing (FUNFAT/PERFAT), packaging, storage, maintenance, and refurbishment of the INS units prior to install. The anticipated contract will contain a base year effort for FY 2021 and include a total of Seven (7) option year periods for FY 2022 through FY 2028.� The anticipated contract will be awarded on a Firm-Fixed-Price (FFP) basis.� The anticipated award date is October 1, 2018.� LMRMS has been the sole company to demonstrate the critical facilities, experience, expertise, personnel, and in-depth knowledge of SSP�s TRIDENT Inertial Navigation subsystem (INS) production and delivery required to perform this effort.� Consequently, SSP intends to solicit and negotiate a contract on a sole source basis per the authority of 10 U.S.C. 2304(c)(5) (FAR Subsection 6.302-1(iii) -- �For DoD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in-- (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition, or (B) Unacceptable delays in fulfilling the agency's requirements."" (See 10 U.S.C. 2304(d)(1)(B).) This notice in posted in accordance with FAR Subsection 5.201.� This NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITVE PROPOSALS.� The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1(iii).� Interested persons may identify their interest and capability to respond to the requirement.� A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.�
