Description
This pre-solicitation notice does not constitute a request for quote (RFQ). Introduction: This pre-solicitation notice is to inform potential vendors that VA Program Contracting Activity Central (PCAC) intends to solicit quotes to provide Exam Lights for the Omaha Ambulatory Care Center (ACC) in Omaha, Nebraska. The Government intends to award one contract for this requirement. Omaha ACC is a new facility currently under construction. Reference the attached Statement of Work (SOW) for specific project information and requirements. The SOW and other attached documents are final as posted. Any changes will be made as necessary via amendments. All items specified in the SOW shall be BRAND NAME or EQUAL to the brand name. The solicitation is anticipated to be posted on www.fbo.gov on or about 01/24/2020 for approximately ten business days as a Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside. Solicitation posting and closing dates are subject to change as necessary, and amendments will be issued accordingly. Evaluation Factors: The Government will perform evaluations per FAR Part 13. Partial quotes are not accepted. The Government will award a contract based on the lowest technically acceptable evaluated price. Quotes will contain salient characteristics/specifications detailed in the SOW including delivery and warranty information. Items offered as equals of the brand name will be evaluated to verify that the equal items meet the salient characteristics identified in the solicitation. This evaluation will be based on documentation the offeror provides with the quote. Delivery: The estimated timeframe for delivery is April-May 2020. Delivery dates may need to be adjusted to accommodate the construction/facility activation schedule. The delivery destination can be found in the SOW. Question Submittal: Potential offerors are encouraged to submit questions regarding the requirement. The cut-off time for questions are in the solicitation. All questions must be submitted electronically to Terrance Deininger at Terrance.Deininger@va.gov and Sandra Johnson at Sandra.Johnson3@va.gov before the stated end date specified in the solicitation. Failure to send questions to both individuals may result in the items not being addressed. No phone calls will be accepted. All replies to questions will be posted as an amendment. This pre-solicitation notice does not constitute a request for quote (RFQ).
