Description

Notice of Intent to Sole-Source an Acquisition Pursuant to FAR subpart 13.5, in accordance with 41 U.S.C. � 1901, the Government anticipates entering into sole-source procurement negotiations with Johnson Controls Fire Protection LP ( Johnson Controls ) to provide inspection and maintenance services for the Simplex Fire Alarm and Emergency Notification System ( Simplex Alarm System ) located at the Edward Hines, Jr. VA Hospital, 5000 South 5th Avenue, Hines, Illinois 60141-5000. All software upgrades and OEM parts for the Simplex Alarm System are proprietary. The sole provider for these proprietary software upgrades and OEM parts is Johnson Controls. A properly functioning alarm system is absolutely critical for patient safety, and Johnson Controls provides the unique capability to inspect and maintain the Simplex Alarm System installed at the Hines VA Hospital. The above-cited authority and associated justification is made based on the determination that Government s requirements for this contract can only be satisfied by one source with unique capabilities. Any other business or person may identify their interest and capability in fulfilling this requirement by responding to this Notice by e-mail to Robert.Knight1@va.gov no later than 5:00 p.m. local time, Friday, February 21, 2020. This Notice of Intent is not a request for competitive quotes/proposals; however, all communications received by the deadline will be considered by the Government. Information received as a result of this Notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to open this requirement to competition is solely within the discretion of the Government. No solicitation document is available at this time.
