Description
PURPOSE: This is a Request for Information (RFI) as defined in FAR 15.201(e). �The Department of the Navy, Naval Sea Systems Command (NAVSEA) Program Executive Officer, Submarines (PEO SUB) Advanced Undersea Systems (PMS394) has a requirement for the design, development, production, test and integration of Subsea and Seabed Warfare (SSW) capabilities.� �The Government is requesting information regarding industry's interest, technical capability and qualifications, and potential approach to develop and deliver capabilities as described herein that meet the Government's needs. �The Government is interested in the full potential of industry responses, to include small business participation. � This RFI is supplemented by a summary schedule, draft design & constraint information, and systems engineering baseline management process, which will be provided as supplemental Attachments.� These documents are U//FOUO and will provided by the POC listed under Submittal Instructions following receipt and verification of the Terms of Use (TOU) agreement. NAVSEA is hosting a follow-on Industry Day on April 14-15, 2020 at the Naval Undersea Warfare Center (NUWC), Newport, RI to discuss classified requirements and Concepts of Operations (CONOPs), and provide a forum for industry feedback.� The event will be held at the SECRET//NOFORN level, and requires advance registration by all attendees to NUWC Security (instructions follow). Industry Day attendance is limited to those companies that provide packages responsive to this RFI, as described below.� Industry Day attendees shall possess a facility security clearance level of SECRET, capable of handling NOFORN material. The technical data to be discussed at Industry Day is subject to the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et seq.) or the Export Administration Act of 1979 (Title 50, U.S.C., App. 2401 et seq.), as amended. Violations of these export laws are subject to severe criminal penalties. INFORMATION SOUGHT: Interested parties shall address items below and items identified in Attachment 1 in their RFI submission.� As noted above, submission of a responsive package is required in order to attend Industry Day. 1.� Company Qualifications and Experience: a. Describe your capabilities and experience with the systems similar to that described herein.� Your response should address the concerns, challenges and risks necessary for the effort. �Due to the nature of this requirement, the company will need to demonstrate the required level of technical expertise and the production capability necessary to deliver the fully tested equipment on time to meet shipyard schedule. b. Identify classified facility and secured spaces to handle development efforts. � 2.� Technical Approach: Please see Attachment 1 for specific information requested. � 3.� Data Rights: a.� For the technical approach outlined in Section II above, provide details on any potential limitations in technical data rights, �i.e. what potential data rights limitations might there be that could impact future full and open competitions of follow-on production b.� What options exist to maximize open source development? INDUSTRY DAY: PEO SUB PMS394 plans to host an Industry Day at NUWC in Newport, RI on or about 14-15 Apr 2020 to discuss the NAVSEA requirements for the development of SSW Mission Systems. The purpose of this Industry Day is: for the Government to communicate an overview of the program, classified requirements, and CONOPs details to RFI respondents; and to conduct scheduled one-on-one sessions, during which respondents may provide feedback to the Government to help identify any gaps or issues in the planned acquisition approach. The first portion will be conducted at the SECRET//NOFORN level and the one-on-one sessions will be conducted at the unclassified FOUO level. ONLY CONTRACTORS THAT HAVE SUBMITTED A RESPONSIVE RFI PACKAGE AND APPROVED TERMS OF USE (TOU) AGREEMENT WILL BE AUTHORIZED TO ATTEND THE INDUSTRY DAY EVENT.� The exact address will be provided via separate correspondence to pre-registered and confirmed companies only.� Walk-ups are not allowed.� Authorized Industry Day attendees interested in participating in a one-on-one Industry Engagement Session must request to participate in order to proceed with scheduling a �reservation time in advance of the event. �Scheduling will be handled via separate correspondence following receipt of the RFI package and registration request.� ENCLOSURE: Terms of Use (TOU) Agreement ATTACHMENTS: (To be provided after receipt and approval of the signed TOU.) Specific Information Requested and Draft SSW Design Constraints Draft SSW Mission Systems Acquisition Overview and Schedule Systems Engineering Baseline Management Process Industry Day Registration Form � SUBMITTAL INSTRUCTIONS: The following steps are required to respond to this RFI and request Industry Day participation.� Interested parties shall respond to the POC listed below with a signed TOU agreement before any further documents can be provided. Once the signed TOU is received, the Industry Day Registration Form and additional Attachments will be provided. Following receipt of the TOU, interested parties shall respond with a digital document report of no more than 10 typewritten pages and a summary presentation of no more than 20 slides.� This presentation is intended to facilitate the one-on-one engagement at Industry Day. �Submissions shall be in Microsoft Word, PowerPoint 2010 or searchable Adobe Acrobat Portable Document Format (PDF). Each submission should include one electronic (virus scanned) copy.� Respondents seeking to attend Industry Day shall also fill out and submit the Industry Day Registration Form to accompany the digital document submission detailed in item 2 above. Interested parties must also include a request to participate in one-on-one sessions to receive a reservation. All information submitted in response to this RFI shall be submitted on or before 3:00 PM (EST) on 19 Mar 2020.� Submit information as email attachments with the subject, �[Company Name] Response to RFI N00024-20-R-6106 and Industry Day Registration,� to Ms. Bebe Minger at the address below. Interested parties shall also include a company profile to include the following (this information shall be included as part of the 10 typewritten pages listed above): Company Name Company Address DUNS Number CAGE Code Website address Technical Point of Contact Information (Name, Email Address, and Telephone Number) Business Size Status (e.g., large, SB, VOSB, SDVOSB, HUBZone, SDB, WOSB) Level of Facility Clearance Identify Government or commercial contracts within the last five (5) years with similar scope and provide a brief overview of company responsibilities and outcomes. Respondents may also include comments with their submission package.� The Government will consider all comments received. The Government does not commit to providing a response to any comment. The Government IS NOT soliciting questions or offers at this time. Any subsequent revision to any specification or Statement of Work based on comments received remains solely at the Government's discretion. Comments are not included as part of the page count noted in SUBMITTAL INSTRUCTIONS so long as the comments page is titled �Comments On Requirement�.� DISCLAIMER AND IMPORTANT NOTES: This RFI is not to be construed as a commitment by the Government to issue a solicitation or award a contract.� If a solicitation is issued, it will be announced later via the official Government Point of Entry (beta.sam.gov).� Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI are solely at the responding parties' expense. Proprietary information, if any, must be clearly marked.� To aid the Government in its review, please segregate proprietary information. The Government will not be liable for, or suffer any consequential damages for any proprietary information that has not been both properly marked and clearly identified. Information marked proprietary received in response to this RFI will be safeguarded and handled in accordance with applicable Government regulations. Respondents are advised that Government support contractors may assist the Government as advisors and/or administrative assistants. The following is a list of Government Support Contractors that may assist in the RFI process:� John Hopkins University Applied Physics Laboratory. �The Respondent shall provide written notification to the Government POC providing concurrence with the entities identified above or otherwise explaining which entity the Respondent objects to and the reasons for objecting, within the RFI package.� If the Respondent consents to the firm listed above performing in an advisory capacity during the RFI process, the Respondent shall include on the first page of its response the following words: �[Respondent�s name] consents to [Respondent to list all firms for which consent is given] viewing, as Government advisors, the information contained in this RFI Response and performing in an advisory capacity during the RFI process.�
