Description
The U.S. Department of Energy (DOE) Oak Ridge Office of Environmental Management (OREM) intends to award a sole source modification to extend the current contract to URS|CH2M Hill Oak Ridge, LLC (UCOR) for the completion of environmental management high-risk activities at Y-12 Security Complex (Y-12), the Oak Ridge National Laboratory (ORNL), and the East Tennessee Technology Park (ETTP), in Oak Ridge, Tennessee.� UCOR is comprised of AECOM and Jacobs Engineering Group, Inc. This sole source modification will provide the continuity of services without interruption for environmental management activities to complete Y-12 and ORNL high priority work, along with the continuation of East Tennessee Technology Park remediation activities and ongoing mission-critical EM operations.� The period of performance will be August 1, 2020 through July 31, 2021 and will also include two six-month options, for a total period of not to exceed two years beyond the current expiration date of July 31, 2020.� Based upon contractor performance and the status of achievement of specific end-states, DOE will determine whether the two six-month options will be exercised.� The DOE National Nuclear Security Administration (NNSA) and the Office of Science (SC) have robust plans for modernization which are dependent on EM cleanup.� UCOR is mobilized to perform the work and has approved plans and procedures in place to continue performance while a new contract is being re-procured.� This extension will provide for the continuity of environmental management services without interruption in order to avoid impacts to NNSA and SC site modernization schedules. The authority permitting a sole source acquisition which permits contracting without full and open competition is based upon the exception prescribed by the Competition in Contracting Act, 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1, which states other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. No solicitation package will be issued.� This notice of intent to sole source is NOT a request for competitive proposals.� The determination for this modification to extend the current contract is solely within the discretion of DOE as continuity of services under the referenced contract represents the best alternative to meet the Government's needs.� If an interested firm believes that it has the capability to perform this work as described above, then it may submit a capability statement NO LATER THAN March 2, 2020, by 3:00 p.m. (Eastern) via e-mail to Heather.Cloar@orem.doe.gov. The written response must include demonstration of the firm�s capability to immediately perform the services indicated in this announcement.
