- This is a Small Business Sources Sought notice. PROJECT TITLE: HHS/Administration for Children and Families (ACF): Children�s Bureau Clearinghouse Services � Child Welfare Information Gateway (CWIG) This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding:� (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your response to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Purpose and Objectives: The purpose of this contract is to provide ongoing operation and support of the Children�s Bureau�s (CB) clearinghouse, Child Welfare Information Gateway (CWIG), which shall be responsible to develop, collect, organize, and disseminate information on child abuse and neglect, child welfare, adoption, and related programs, trends and other relevant information of interest. The services required include collection, analysis, and maintenance of materials; planning, research, and writing new/revised resource materials; secure and compliant website, database, social media, learning management system and information technology development and management; publications development, storage and distribution; outreach and marketing; and information dissemination and distribution. The clearinghouse will provide information and technical assistance through a dedicated toll-free telephone number, websites, mailing address, electronic newsletters, and other written correspondence. A DRAFT Statement of Work (SOW) outlining the current definition of expected work is attached for informational purposes only. The DRAFT SOW is subject to change prior to any solicitation. This is strictly market research. The Children�s Bureau will not entertain questions regarding this market research.
