Description

The Naval Air Systems Command intends to issue a new Delivery Order under Basic Ordering Agreement on other than full and open competitive basis to Raytheon Company in McKinney, TX.� This effort is for the procurement of�Night Vision System (HNVS) AN/AAQ-44A Forward Looking Infrared (FLIR) Systems to provide as Government Furnished Equipment (GFE) to the CH-53K Original Equipment Manufacturer for integration on the aircraft. Tasking includes FLIR kits/spares, test support, parts obsolescence analysis, engineering change proposal (ECP) implementation, repair analysis, and repair of repairables for the FLIR system.� The authority permitting other than full and open competition is Title 10, U.S. Code 2301(c)(1), as instructed by the Federal Acquisition Regulation Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.� This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
