Description
The Naval Air Systems Command (NAVAIR) intends to enter into sole source negotiations and subsequently award a modification under CVN-79 / CVN-80 Production Contract N00019-14-C-0037 to General Atomics (GA), San Diego, California (CA). The anticipated modification will support both the development of logistics support products and execution of Engineering Change Proposals (ECPs) related to Water Twister (WT) Mod-II for Ford-class aircraft carriers as approved by the Aircraft Launch and Recovery Equipment Program Office (PMA-251) Decentralized Change Control Board. These actions will be in support of the United States Navy USS Gerald R. Ford Class Advanced Arresting Gear (AAG) Water Twister (WT) Mod-II requirements. The supplies and/or services that may be procured include: (a) the development and delivery of logistics products; (b) the development, manufacture and installation of ECPs for forward fit, retrofit kits and/or new complete end items, and the associated non-recurring engineering, integrated logistics support, validation and verification of technical directives and associated logistics impacts, prototype testing, test plans and reports, computer software, spare parts for near term sustainment, manufacturing and acceptance tests, and fielding support, and (c) related program management, systems engineering and financial management functions. As the sole designer, developer and manufacturer of AAG, GA is the only source with the requisite knowledge, experience, and technical expertise to provide the required supplies and services. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The authority permitting other than full and open competition is Title 10, U.S. Code 2304(c)(1), as implemented by FAR 6.302-1, 'Only One Responsible Source', and no other supplies or services will satisfy agency requirements. There is no commitment by the Government to issue a solicitation, make an award, or be responsible for any money expended by interested parties before award of a contract for efforts described above.
