Description
The United States Air Force intends to issue solicitation FA5575-20-R-0001 to solicit proposals for a Firm-Fixed Price contract to Repair Gym HVAC in building 312 and additional work at Mor�n AB, Spain. The magnitude of construction for this project is estimated to be between $500,000 and $1,000,000 U.S. Dollars. The period of performance for this project is estimated at�270 calendar days. A solicitation package will be available on the website at www.beta.SAM.gov on or after 26 February 2020. In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legislation for execution of Government works. In addition, in accordance with the Agreement of Defense Cooperation between the U.S.A. and the Kingdom of Spain, Annex 6, Article 1 (5) "" Spanish material, labor, and equipment shall be used whenever feasible and consistent with the requirements"". NOTE: THIS SOLICITATION IS INTENDED ONLY FOR LOCAL SOURCES IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATION 5.202(a)(12). LOCAL SOURCES ARE THOSE SOURCES NORMALLY RESIDENT, LICENSED AND REGISTERED TO CONDUCT CONSTRUCTION BUSINESS IN SPAIN. OFFERS FROM NON-LOCAL SOURCES WILL NOT BE CONSIDERED UNDER THIS SOLICITATION. The work includes, but is not limited to: 1.1 SCOPE OF WORK In the Scope of Work for this project, it is required to consider the following items (Basic Package): a. Demolition, disassembly and replacement of the architectural elements necessary to carry out the work. b. Disassembly and removal of existing mechanical equipment and associated electrical and control circuits and conductions. c. Install heat pump chiller system including air handling units, water and air distribution systems, electrical/control systems and accessories. d. Install heating & Domestic Hot Water production including boiler, heat exchangers, accumulation tanks, water distribution system, valves, control, electrical installation and accessories. e. Supply and installation of water heating systems by means of solar collectors, including solar collectors, accumulators, storage cylinders, water distribution system, dissipaters, pumps, valves, control, electrical installation and accessories. f. Supply and installation of new monitoring and control systems for all installed HVAC systems. g. Apply chemical treatment, balance and start-up operations of water/air/ventilation systems. h. Renovate electrical distribution system as needed for the new/renovated mechanical installations. i. Modifications in fire alarm system as consequence of changes in the HVAC system, even disassembly and relocation of existing elements. j. Execution of concrete slab to support the cold and hot water production and storage systems and perimeter wall of the area. k. Repair of all surfaces damaged or demolished by the works. l. Testing and Commissioning. m. Final cleaning. n. Delivery of As-built drawings. o. Delivery of Spatial Data. 1.1.1 ADDITIVE ITEMS (1) ADDITIVE ITEM #1: Execution of an access road from the carpark to the underground tank, composed of the following works: clearing, excavation and fill, crushed aggregate works, hot mix asphalt works, prime coat, drainage for the new road, road markings and traffic signals. (2) ADDITIVE ITEM #2: Extension of the HVAC and DHW (with Solar Heating) control system including advanced DDC equipment which will have the capability to configure a BMS (Building Management System), monitoring and integrating the control signals of all the relevant designed elements and equipment. (3) ADDITIVE ITEM #3: Replace the four exterior metal doors and accessories of the basketball court with equal shop manufactured doors. Existing doors are double sheet with panic bar and exterior handle opening. Dimensions: 1.92 m width - 2.05m high. Perform the necessary works in jambs, lintels and thresholds to install the new doors, finishes shall match the surrounding area. New doors shall be painted. The certification requirements are as follows: CERTIFICATION OF CLASSIFICATION: Bidders and/or their subcontractors must hold an updated Certificate of Classification issued by the ""Registro Oficial de Licitadores y Empresas Clasificadas del Estado"", covering the following groups, subgroups, and categories. The certificate holder must execute the activities related to the certificate.
