- Description
- The U.S. Army Corps of Engineers (USACE), St. Paul District has a requirement entitled:� Bass Ponds Habitat Construction Project.� This construction project is in Scott County, Minnesota between Minnesota River Miles 15 and 21, at the convergence of the cities of Eden Prairie, Bloomington, Shakopee, and Savage, Minnesota.� The project features are located entirely within the Minnesota Valley National Wildlife Refuge, managed by the U.S. Fish and Wildlife Service. USACE intends to issue a full and open competitive solicitation in early March of 2020 for award of one firm-fixed-price contract. Using USACE-supplied plans and specifications, the Contractor will accomplish Bass Ponds, Marsh and Wetland Habitat Rehabilitation and Enhancement Project (HREP) construction work that is summarized to include stoplog structures; rock-lined overflow features; ditch plugs; access channel excavation; access road excavation and maintenance; berm construction/repair; and, topsoil seeding and restoration. The North American Industry Classification System (NAICS) code for this project is 237990, Other Heavy and Civil Engineering Construction with a size standard of $39.5M.� The estimated magnitude of construction is between $5,000,000 and $10,000,000.� The contract will require 100% performance and payment bonds. This synopsis is not a Request for Quote (RFQ), Request for Proposal (RFP), or an Invitation for Bid (IFB).� In accordance with FAR Part 5, this is a pre-solicitation notice indicating that a solicitation for a competitive acquisition for award of one firm-fixed-price contract is intended to be publicized on www.beta.SAM.gov on or about 12 March 2020.� The plans and specifications will be detailed in the formal solicitation when issued. This announcement is for information and planning purposes only.� It is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award of a contract.� Bids will be due not less than 30 days from the date the solicitation is issued.� The definitive IFB due date and time will be stated in the solicitation and any associated amendments that may be issued. No CDs or hard copies of the solicitation will be available.� Interested bidders are responsible for checking the referenced page for any update(s) to this Notice.� The Government is not responsible for any loss of Internet connectivity or for any bidder�s inability to access the document posted at the above referenced website. To conduct business with the Department of Defense, the Contractor must provide registration information to the System for Award Management (SAM).� All bidders must be registered in SAM prior to receiving an award.� Registration instruction may be obtained, and online registration may be accomplished at www.sam.gov.
