Page 2 of 3 THE DEPARTMENT OF VETERANS AFFAIRS IS SEEKING CLINICAL SPACE IN VENANGO COUNTY, PA This announcement is for Market Research purposes only. It is not a solicitation. There is no solicitation at this time. The announcement was previously issued in December 2019, however, the boundaries have been revised for this announcement. See revised boundaries below and map attached. The Department of Veterans Affairs desires to lease sufficient rentable square footage to yield no more than 11,460 of contiguous net usable square feet (NUSF) within the boundaries established below in Venango County, PA. This space is for use as a Community Based Outpatient Clinic (CBOC) by the Erie VA Medical Center, Erie, PA. All space must be located on the first floor of a building and must meet all Government requirements for fire safety and ADA accessibility. On-site parking is required for a minimum of 50 vehicles including ADA accessible spaces. The Government will consider both existing and build to suit properties. A 10-year lease term is being considered which includes a firm term of five (5) years and five (5) year soft term with termination rights after the firm term. Space is required within the Venango County, PA; specifically space will only be acceptable if it is within or fronting the boundaries outlined below and includes all properties that border either side of the roadways or paths that make up the boundaries. See attached delineated area map. East: Area in and abounding the corner of Lakes to the Sea Hwy/Route 322 and Cranberry Rockland Rd./Route 257. Head north on Cranberry Rockland Rd./Route 257 until it merges with Route 62 just outside of Oil City. Follow Route 62/East 2nd St which then becomes E Front St and then W Front St. Turn onto Petroleum St across the Allegheny River until the intersection of Petroleum St and Main St/Route 8/Route 62. North: Area in and abounding Main St./Route 8/Route 62 in Oil City heading west becomes Allegheny Blvd./Route 8/Route 62 in Reno. Continue on Allegheny Blvd./Route 8/Route 62 until turning onto Front St. Follow Front St. then turn on Rocky Grove Ave./Route 417. Turn onto Palmer Ave. which then becomes Prospect Ave. then becomes Kistler St then turn onto Meadville Pike/SR 4006. Follow Meadville Pike/SR 4006 then turn onto Patchel Run Rd./SR 40003. Follow Patchel Run Rd./SR 4003 then turn onto Route 322/Twenty-Eighth Division Hwy. West: Area in and abounding from the corner of Patchel Run Rd./SR 4003 and Route 322/Twenty-Eighth Division Hwy following Route 322/Twenty-Eighth Division Hwy which then becomes Grant St. Turn onto 13th St./Meadville Pike/Route 322 in Franklin over French Creek. Turn right onto Liberty St. then turn onto 15th St./Route 8/Route 62. Follow 15th. St until you turn a slight left onto Pittsburgh Rd./Route 8 until the intersection of Pittsburgh Rd./Route 8 and Pone Ln./SR 3021. South: Area in and abounding from intersection of Pittsburgh Rd./Route 8 and Pone Ln./SR 3021 following Pone Ln./SR 3021 from the intersection of Pittsburgh Rd./Route 8 and Pone Ln./SR 3021 then turn onto Congress Hill Rd./SR 3021. Follow Congress Hill Rd./SR 3021 then turn onto Bully Hill Rd./ SR 3021. Follow Bully Hill Rd./SR 3021 then turn onto 3rd St. in Franklin. Continue on 3rd St. then turn onto Liberty St. Follow Liberty St. then turn onto 8th. St/Route 322. Follow 8th St./Route 322, crossing over the Allegheny River where it turns into Lakes to the Sea Hwy/Route 322. Follow Lakes to the Sea Hwy/Route 322 until the intersection of Lakes to the Sea Hwy/Route 322 and Cranberry Rockland Rd./Route 257. The location was chosen because it supports the needs of Veterans and will reduce beneficiary travel expenditures by reducing the need to travel long distances to access care. It also supports increased patient and family satisfaction with close proximity to highly populated residential and commercial areas. This will in turn improve quality and continuity of care with more convenient access, more timely attention to medical problems, and reduction in wait time. A market survey of properties offered for lease will be conducted by VA.
