- The purpose of this amendment to Combined Synopsis/Solicitation Number: 36C25720Q0290 is provide answers to questions received and to correct the closing date and provide Questions and Answers. There will be no changes to the closing date and time for questions from interested/qualified parties. That closing date and time was Monday, February 14, 2020 at 11:59pm CST. The weekday is incorrect, therefor the extended closing date is Wednesday, February 19, 2020 at 11:29pm. No further questions will be accepted. An amendment/modification to the Solicitation will be posted to FBO answering all questions submitted. PREVIOUS QUOTE SUBMISSION DATE AND TIME: RFQ QUOTE SUBMISSION: Quotes must be received no later than Monday, February 14, 2020 11:59pm CST. Email your quote directly to DaniseD.Burt@va.gov. The subject line must specify: RFQ 36C25720Q0290.- Quotes. There will be no automated email notification of receipt of quotes. All quotes received without requested documentation will not be considered REVISED/CLOSING DATE AND TIME: Quotes must be received no later than Wednesday, February 19, 2020 at 11:59pm. All quotes received without requested documentation will not be considered. All other terms and conditions of the original Combined Synopsis/Solicitation Number remain unchanged. QUESTIONS AND ANSWERS Is the format listed in the chart as to how the leadership training will be rolled out able to be modified in any way? (thinking size of groups, to frequency, # of sessions, etc.) The maximum group size for training is 20 persons. The class should meet weekly during the program and may be at one or more of the major locations in VANTHCS (Dallas VAMC, Bonham VAMC or Fort Worth CBOC). The number of sessions should be weekly for 16 weeks. For #6, any past use of accountability tools? If so, name of tool and what you're looking for in new tool. The participants in the course should be presented with various techniques to develop personal skills in problem solving, no specific past tools or methods are indicated. For #7, Coaching for all participants in every location? The course content should be the same for all participants in each designated location. The participants should be presented with various methods to develop personal critical thinking skillsets. For #10, it lists ""certification"" as the last step, certification in what? Will we have access to the providers trained (email addresses, and leadership direction for access / follow-through) to conduct and pre training surveys, or dissemination of read-ahead materials? Contact information for the VANTHCS coaches and participants selected to participate in the program will be available. Is there the ability to conduct the initial baseline assessments in person as well, and will the VA HCS entertain a travel budget to accommodate in person assessments? As participants selected for the program may work various shifts at several facilities, in-person assessments are not desired. No travel budget was considered for the program as VANTHCS intends to use VA employees as coach/facilitators. Does the HCS have a SAIL target, or other performance improvement measures it is looking to achieve from this initiative? VANTHCS expects the training program will improve employee skillsets overall. We expect this will support both employee and patient satisfaction as the training improves the overall performance of employees. Who does the HCS Leadership consist of, that the vendor will have to conduct monthly support meetings with? ACOS for Education is the senior leader involved in supporting this program. The VA employee coaches/facilitators are the primary contact for this program during period of performance. Will the training take place at a VA HCS, or VAMC facility, or is the vendor responsible for sourcing space? Training will occur at the Dallas VAMC and may occur at the Bonham VAMC and Fort Worth CBOC. The determination on locations for the training is based on number of applicants for the program and to which facility they are assigned. Are there like VA HCS going through leadership and provider training that you would like the vendor to reference? No programs currently. Is there any headquarters / VACO leadership directive to execute this training? VA Handbook 5015-1 provides In order for VA to accomplish its strategic goals and missions our employees must participate in continuous learning and develop professionally. Is there an expectation that the results of this training are reported beyond HCS leadership (to VACO)? No. This is a VANTHCS initiative and training results are used at VANTHCS for future improvements. Is there an incumbent that the HCS is currently working with to execute any provider, or leadership level training? There are multiple vendors that VANTHCS is involved with for employee development. Does the Vendor have the ability to pick the staff that goes through the train the trainer model, or is this something that the HCS leadership will dictate? ACOS for Education will designate the employee coach/facilitators for the training program. Does the HCS have an idea of when they would like the 6 training session, and 2 train the trainer sessions to occur (specific quarter, months, etc.?). The program would require a minimum of 16 participant training sessions and the train-the-trainer sessions would occur prior to the beginning of participant sessions. Currently a tentative start date for the training sessions would be third quarter, fiscal year 20, although the start date is not presently confirmed. Will the vendor have the same access (email address, and leadership direction for access / follow-through) to conduct post learning assessments, and disseminate continuing education materials to ensure best training results? Contact information for the VANTHCS coaches and participants selected to participate in the program will be available. The contact information may be used to distribute only materials related to the training program. Can the vendor submit past performance for provider / leader training at medical centers / hospitals outside of the VA network, and can it suffice for the VA training past performance requirement in the solicitation? Does the VA HCS currently have a an established robust, automated, web-based rounding tool for use by all leaders? No. Will the HCS have budget for the procurement of, licensing, and hosting of the robust, automated, web-based rounding tool for use by all leaders? Will this be regulated locally by the HCS, or centrally by OI&T? A training budget is available, and the acquisition of new programs is subject to current federal procurement regulations. Does the HCS expect that the web-based leader accountability tool capable of delivering real time reports be hosted on a VA network, or is a vendor platform / network adequate? If the latter, what security and access protocols are desired for the tools other than password protection, etc.? The vendor network is adequate. Standard security protocols are likely sufficient; user name and password access are required for coach/facilitators and participants. What is the ratio of coaches / mentors needed to be accessible, and what are the time periods / and location of accessibility that are expected by the HCS? Currently VANTHCS expects to have a maximum of two coach/facilitators for the maximum of 20 participants. Access to the vendor provided system should be 24 hours per day, with some allowance for system maintenance. Will the VA HCS be hosting the online catalog of best practices, tools, workbooks, books, and other resources that have been harvested, tested, and refined from other healthcare organizations? VANTHCS does not have this capability at present.
