- 11 February 2020:� Solicitation Amendment 0002 is issued and provided under this notice.� Amendment 0002 provides updated Solicitation Addendum 52.212-1 and Addendum 52.212-2.� No further extension to the Proposal Due Date and Time is granted. ********** 07 February 2020:� Solicitation Amendment 0001 is issued and provided under this notice.� Amendment 0001 provides Technical Questions & Answers at Attachment�N along with addressed changes in the Solicitation, Solicitation Attachment F-2 - Head Count FY19, updated Attachment G - Pricing Matrix, updated Attachment H - Staffing Matrix, and Attachment O - Ft Bliss Site Visit Attendees. No further extension to the Proposal Due Date and Time is granted.. ********** The Mission and Installation Contracting Command- Fort Sam Houston (MICC-FSH) Contracting Center, on behalf of the Fort Bragg's� Logistics Readiness Center, has a requirement for Full Food Service (FFS) to support Fort Bliss Installations FFS and remote Feeding sites.� The contractor will be required to provide all resources, except Government Furnished Property (GFP) as specified in the Performance Work Statement (PWS).� This procurement is set-aside for eligible Small Business under North American Industry Classification System (NAICS) code 722310, Food Service Contractors, with a size standard of $41.5M.� This requirement is subject to Randolph-Shepherd Act (RSA) and give preference to the State Licensing Agency (SLA).� This requirement will result in a Firm-Fixed Price (FFP) contract.� The anticipated performance period is a five year ordering period. A Pre-Proposal Conference/Site Visit will be conducted at Fort Bliss. Texas.� This is the only Pre-Proposal Conference/Site Visit that will be conducted. Date and Time:� 28 January at 10:00am Local Time Location: Building 111, Pershing Road, Fort Bliss, TX Note: Site Visit Attendees are required to proceed through either Chafee or Buffalo Soldier Pass Office with proper identification.� Visitors will need their driver's license, insurance card, and vehicle registration.� Pass office will run a background check and issue a 30 day temporary pass.� Personnel who come up as having an active warrant are subject to apprehension and may be turned over to local law enforcement for action.� Point of contact for site visit will be Mr. Charles Johnson (915)568-4344. All interested Offerors may attend with a limit of two (2) attendees per offeror.� Offerors planning to attend this conference must so notify the Contract Specialist, Madeline Allison and the Contract Officer, Samuel Colton no later than 12:00 PM CDT on 27 January 2020.� With the Subject Reference Line W9124J-19-R-0027, Site Visit, Full Food Services at Fort Bliss, Texas.� When submitting notifications to attend, offerors must provide the following information:�the individual's full name and driver's license number, business name, address, legal name, telephone, fax, and email. **Important information regarding the Pre-Proposal Conference/Site Visit: There will be NO cameras or recording devices allowed.� Any and all technical questions or clarification will need to be submitted in writing to the Contracting Officer and Contract Specialist as specified in the instructions below.� The site facilitator WILL NOT answer any questions during the site visit.� Following the Pre-Proposal Conference/Site Visit, All Technical Questions are due No Later Than (NLT) 03 February 2020, 16:00 PM CDT.� Offerors will submit questions in writing to Contract Officer and Contract Specialist through: samuel.j.colton.civ@mail.mil �and madeline.m.allison.civ@mail.mil Failure to attend the Pre-Proposal Conference/Site Visit will not disqualify an offeror, however, the offeror acts at their own risk and will not be relieved from complying with the terms and conditions of any resultant contract by reason of such failure.� In no event will a failure to inspect the site constitute as grounds for a claim after award of the contract.� The date for the Pre-Proposal Conference/Site Visit is a projected date and is subject to change.� All other dates are projected dates and are subject to change.� Offerors are responsible for checking the website daily for any changes to the solicitation.� Once the solicitation is posted, it is incumbent upon the interested parties to review the site frequently for any updates/amendments to any and all documents.� Interested parties must have an active registration in the System for Award Management (SAM) website:� http://www.sam.gov.�
