Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a Request for Quote (RFQ) is being requested. Solicitation Number: 36C26320Q0215 The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-03 The VA anticipates the award of one Firm Fixed Price (FFP) contract for all resources and labor necessary to provide Horcher Patient Lift Preventive Maintenance Service to support the Des Moines VA Health Care System (VAHCS) located at 3600 30th Street, Des Moines, IA 50310-5753. The period of performance is from April 1, 2020 to March 31, 2021 and includes four (4) one-year option periods to be exercised at the discretion of the Government. Specific requirements are listed within the attached solicitation document. Contractor to be licensed and certified to perform the required services. Please refer to the solicitation document, Statement of Work (SOW), for additional qualification requirements. This procurement is set-aside for Veteran Owned Small Businesses (VOSB). At the time of submission of offer and prior to award, the offeror must be verified in the Department of Veterans Affairs (VA) Office of Small and Disadvantaged Business Utilization s, Vendor Information Pages (VIP) database at https://www.vip.vetbiz.va.gov/. Additionally, the firm shall have an active System for Award Management (SAM) registration at the time of offer and prior to contract award reflecting NAICS code 811219, Other Electronic and Precision Equipment Repair and Maintenance. The Service Contract Labor Standards apply to this contract and the Department of Labor s Wage Determination is provided as an attachment to this notice; it specifies the minimum wages and fringe benefits for workers performing on or in connection with the contract. If an offeror believes the Wage Determination does not apply, please advise. Evaluation of Commercial Items. Lowest Price Technically Acceptable (LPTA). Refer to FAR Provision 52.212-2 within the attached solicitation document for information regarding the submission and evaluation of offers. Offer Due Date: Quotes are due to the Contracting Office by 2/21/2020, 11:59 PM EST. Quotes shall be emailed to john.becker3@va.gov prior to the solicitation closing date and time. It is the responsibility of the offeror to ensure their quote is received in full by the Contracting Office before the solicitation closing date and time. Due to email file size limitations, please do not wait until the last minute to email quotes. Submission of Offer: Refer to FAR Provision 52.212-1 within the attached solicitation document for instructions on submitting an offer. Solicitation Questions.
